Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> January 21, 2020 at 6:30 pm <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> Present: Allan Isbitz, Walter Abbott, Berkeley Johnson, Bruce Willard <br /> Absent: Marie Stone <br /> CALL TO ORDER <br /> Chairman Isbitz opened the meeting at 6:30 p.m. with a quorum, and the roll was called. <br /> APPROVAL OF MINUTES December 10,2019 <br /> The Chair had emailed his changes to the minutes to members of the Committee. Mr. Abbott <br /> referenced the first changed paragraph and it was decided that"by" would be changed to"of <br /> regarding the revised design. Mr. Abbott suggested additional changes to page 4, with consensus <br /> from Committee members. <br /> MOTION: Mr. Abbott made a motion to accept the minutes as modified. Mr. Willard <br /> seconded the motion. 3 voted yes, 1 abstained. <br /> A Boy Scout, and his mom, were in attendance at the meeting to learn more about Citizenship <br /> and Community, in order to acquire his merit badge. They were thanked for their attendance and <br /> interest. Chairman Isbitz shared the role of the Committee as advisory, as well as its upcoming <br /> projects related to 950 Falmouth Road and the Housing Production Plan. <br /> OLD BUSINESS <br /> 950 Falmouth Road,Development Agreement-The Chair confirmed that the <br /> Affordable Housing Trust had approved POAH/HAC as the developer for the project and signed <br /> the notice to proceed. The Development Agreement was being finalized between the Town and <br /> the developers. There may be an additional meeting scheduled with the Trust on Monday <br /> January 27, to discuss the final agreement. There were 90 days from November 4 to negotiate <br /> the Agreement. Mr. Abbott inquired whether a contractor had been identified and the Chair <br /> responded that he was unsure. The Chair confirmed that he had reviewed the Agreement which <br /> gave the developer site control to proceed, which would then become a ground lease with a 99 <br /> year term, requiring that the project be maintained as affordable housing. Town Counsel had <br /> also reviewed the Agreement. Mr. Abbott and Mr. Willard offered to attend the Trust meeting. <br /> The Chair noted that a letter had been received from Great Hay Estates Homeowners <br /> Association, who also sent the letter to the Town Planner. The Chair read the letter into the <br /> record, a copy of which is available in the file. In reference to the letter's request that parcel 94- <br /> 7 be set aside as conservation, the Chair suggested that it would then be ineligible as mitigation. <br /> The Chair requested that Mr. Lehrer look in to the matter further with Town Counsel. The Chair <br /> suggested that to serve as a mitigation parcel, the parcel would need to remain undeveloped. <br /> Main Street Village-The Chair reported that the time had lapsed for the Town's Right of <br /> First Refusal, allowing the two units to be sold without a restriction.
