*APPROVED 3-2-2020*
Capital Improvement Program Committee
Minutes
January 15, 2020
APPOINTMENTS & HEARINGS (con't)
Planning and Construction (con't)
MMHS Field Improvements (con't)
on the October Town Meeting Warrant. Mr. Gasior thought that in order for a project of this size
it would require a major "selling" job. Mr. Collins stated that the public must be educated first
and possibly this item could be on the May 2021 warrant. Ms. Laurent cautioned the CIP
Committee that the cost of the project could change by a great amount if it is pushed out for a
year and a half. Mr. Triveri said that track will not even comply with the new regulations and
asked what it would cost to just do the stadium and the track. Catherine Laurent stated that the
field could be rebuilt and that would get the Town through a couple of years for about $100,000.
Mr. Collins said that this was like putting a band aid on a hemorrhage. Mr. Collins said that he had
no issues with $100,000 but the Town doesn't have $7 million on top of the wastewater costs.
Mr. Triveri stated that there is a liability issue due to the condition of the track and asked that
Gale Associates address the question of cost for the track to be done again. It was generally agreed
that the public needs to be informed about the options for this project. Mr. Richardson stated he
would like at least the drainage problem and the track to be repaired. The discussion moved on
to the other items on the prioritized list.
QS Hot Water System Replacement(Green Comm Grant) $0
MMHS Hot Water System Replacement $55,000
Ms. Laurent stated that both of the hot water systems in the QS and MMHS should be replaced
and more than likely will be funded by the Green Communities Grant Program. The MMHS system
is original to the building and has developed leaks, and the QS system was sized for much more
hot water use than is needed so this would be for increased efficiency rather than for repairs. Mr.
Collins asked if there are additional strings attached to the grant to which the DPW Director said
there are none and Mashpee has been very successful with obtaining the Green Communities
Grants.
Town Hall HVAC Valve Replacement $30,000
The Town Hall needs to have the six valves that switch the system between heating and cooling
replaced at a cost of five thousand each for a total of thirty thousand dollars. Mr. Collins said the
system was put in place during the renovation of Town Hall in the nineties and asked if the whole
antiquated system should be change to a system that allows an easier transition between heating
and cooling. Ms. Laurent stated that it would be extremely expensive and with this repair the
system will work fine.
6
