11 <br /> Board of Selectmen <br /> Minutes <br /> January 27, 2020 <br /> NEW BUSINESS <br /> Discussion and Approval of May 2020 Town Meeting Articles and May Annual Town Election Ballot <br /> Questions: <br /> The Board of Selectmen reviewed several wastewater articles proposed for funding at the May 2020 Annual <br /> Town Meeting and Annual Town Election Ballot. The options as discussed earlier were considered. After <br /> careful review, it was agreed the Board of Selectmen would move forward with the recommendation of the <br /> Finance Team to support Option#1 in the amount of$2.4 million. In this option, the Town borrows the funds <br /> only as needed, avoiding the unnecessary obligation of funds. <br /> Motion made by Selectman Cotton to support the article proposed for Borrowing Authorization to <br /> complete the design of both the Wastewater Treatment Facility and Sewer Collection system for Phase I; <br /> Town Meeting Article and Ballot Question to authorize the Debt Exclusion. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes Opposed, none <br /> In continuing their review of the proposed warrant articles, the proposed article and ballot question to reduce <br /> the CPA surcharge from 3%to 2%was considered. It was disclosed the Community Preservation Committee <br /> voted 9-0 to support the 1% reduction and the creation of the WIIF at 2%provided the WIIF at no more than <br /> 2%passes at Town Meeting. <br /> Motion made by Selectman Cotton to approve the proposed article and ballot question to reduce the <br /> Community Preservation Act surcharge from 3% to 2%. <br /> Motion seconded by Selectman Weeden. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes Opposed, none <br /> The Board of Selectmen took the following action on the proposed Municipal Water Infrastructure Investment <br /> Fund (WIIF) a 2% surcharge and related ballot question which would utilize the 1% surcharge from the CPA <br /> tax, creating a net increase of 1% in taxes. <br /> Motion made by Selectman Weeden to approve the proposed article and ballot question to create the <br /> WIIF, a surcharge of 2% on the annual assessed property tax. <br /> Motion seconded by Selectman Sherman. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Selectman Weeden,yes Opposed, none <br />
