Healy, 98 Summersea Rd. Proposed vista pruning, mitigation <br /> plantings and hardscape modifications. NOI <br /> Resource Areas: Coastal bank, LSCSF, buffer to BVW, salt marsh and Land Under <br /> Ocean. <br /> Brian Casey (Casey Landscaping) described the project. The project involves vista <br /> pruning in perpetuity as per regulatory standards. Additionally, the applicant is requesting <br /> the removal of two topped oak trees near the shoreline. The trees were topped by the <br /> previous homeowner and have been compromised health-wise. The applicant proposes to <br /> remove the two trees and plant several native shrubs both within and outside the vista <br /> corridor to compensate for the trees and to establish a needed understory. Lastly, stone <br /> steps were proposed leading to the fixed pier to provide ease of access and reduce runoff. <br /> There was some discussion on the removal of trees as it relates to the vista pruning <br /> regulatory language and the Agent recommended that the commission approve the <br /> removal of two trees as the compensatory understory plantings provide mitigation for their <br /> loss and understory is needed. Additionally, the trees had been topped and thus their <br /> health has been compromised. <br /> No comment from the public <br /> Motion: Mr. Sweet moved to Close and Issue, seconded by Mr. Dalton. Vote <br /> unanimous 4-0 <br /> 6:03 Ruth L. Grossman, 12 Capstan Circle. Proposed repair of existing seawall. <br /> Resource Area: Coastal Bank, LSCSF, Land Under Ocean, Salt Marsh <br /> Joe Agrillo of Agrillo Landscape Contractors represented the applicant and presented the <br /> project. The project involves patching and repairing cracks and voids in the existing wall. <br /> All work will be done by hand with no use of heavy equipment. Alteration of any vegetation <br /> around the wall will be minimized to the greatest extent possible. Staging area for mixing <br /> of concrete will be in a previously cleared, flat area adjacent to the wall. Some of the work <br /> will be done at low tide as the lower portion of the wall is underwater at high tide. The <br /> Agent stated that the wall repair will be minimally invasive and the current wall is licensed <br /> with the state, which included maintenance within.the existing footprint. The Agent noted <br /> the wall is a licensed seawall and has a Chapter 90 license. The Agent recommended a <br /> negative determination. <br />
