Review of Short-Term Rental Property Regulation. <br /> Mr. Harrington commented that the changes from the last meeting of January 23, 2020 meeting <br /> have been made to the regulation. He stated that the legal bedroom definition refers to the room <br /> itself,but does not define the occupancy,which is based on the Sanitary Code. Underthe Sanitary <br /> Code, habitable space includes living, sleeping, eating and cooking rooms. Ms. Langler felt the <br /> Board should limit the occupancy on rental properties to two people per bedroom, with the <br /> number of legal bedrooms based on the septic system, but Mr. Harrington did not believe that <br /> could be enforced and stand up in court. He stated.that he had discussed the regulation with <br /> Ryan Castle, of the Cape Cod Association of Realtors,.,who made the recommendation that <br /> occupancy to be limited to two people per bedroom, plus two adults. <br /> Further discussion was tabled until a full Board was in attendance. <br /> NEW BUSINESS <br /> 1. Review and approval of meeting minutes. Review of Definitive Subdivision Plan—The Cottages at New Seabury; Phase IV, Mr. Harrington <br /> commented that the proposed plan is considered Phase IV of the Section 5 project of New <br /> Seabury, and consists of 81 residential units built on 16 acres. The stormwater and sewer <br /> requirements were set by the Cape Cod Commission in 2004, when Section S was originally <br /> .proposed to be built on. It is the last residential area of Section 5 to be constructed. No <br /> commercial or special use structures are proposed. All properties will be connected to the New <br /> Seabury WWTP. There is a waiver request to riot construct sidewalks, as sidewalks were not <br /> constructed in the other three phases of residential construction. <br /> 3 <br />
