New Business <br /> 1. Town Meet' <br /> The Governor's March 15th Executive order exempts from its prohibition the gathering of any municipal legislative <br /> body. Town Meeting is thus exempt. If local officials, however, wish to postpone Town Meeting and the warrant <br /> has not been posted, G.L. c. 39, § 9 permits the Board of Selectmen to vote to delay Town Meeting to a later date, <br /> provided that the Town Meeting must complete its business on or before June 30, 2020. <br /> A motion for Board of Selectmen action would read as follows: <br /> "I move that the Board vote pursuant to and in accordance with General Laws Chapter <br /> 39, Section 9 to delay the Special Town Meeting and Annual Town Meeting from May 4, <br /> 2020 to the rescheduled time and date of 7:00pm on , 2020 at the <br /> Mash pee High School". <br /> New Business <br /> 2. Town Electron Postponement] <br /> Chapter 45 of the Acts of 2020, adopted on March 23, 2020, allows municipalities which have annual or special <br /> elections scheduled between March 23rd and May 30, 2020 to postpone such elections. The Board of Selectmen <br /> may vote on any day prior to the scheduled election to postpone it to a date certain on or before June 30, 2020. <br /> Such a vote must follow consultation with Town election officials (Board of Registrars and Town Clerk) and the <br /> Town Manager relative to the logistics and feasibility of holding the election on the rescheduled date. A copy of <br /> Chapter 45 of the Acts of 2020, the vote of the Selectmen and a sample ballot must be placed on the official Town <br /> website no later than 20days before the rescheduled election date. Notice to the public must also be provided in <br /> ways "reasonably calculated to enable eligible voters to learn of the rescheduled election date and to cast ballots <br /> therein". <br /> A motion for Board of Selectmen action to reschedule the Annual Election would read as follows: <br /> "I move that the Board vote pursuant to and in accordance with Chapter 45 of the Acts <br /> of 2020 to postpone the Annual Town Election from ,May 19, 2020 to , <br /> 2020". <br /> New Business <br /> 3. Town Election (Alternative] <br /> Chapter 45 of the Acts of 2020, adopted on March 23, 2020, permits towns to reschedule or postpone any <br /> municipal election scheduled between March 23 and May 30, 2020, and expands the use of early voting by mail <br /> for "any annual or special municipal election held on or before June 30, 2020" The Board of Selectmen can <br /> designate an alternative polling place and/or establish the time for opening and closing of pails under the <br /> provisions of G.L. c. 54, §§ 24 and 64, respectively, which remain applicable notwithstanding the provisions of <br /> Chapter 45 of the Acts of 2020. <br /> A motion for Board of Selectmen action to-modify the Annual Election would read as follows: <br /> "I move that the Board vote to relocate the polling place for the May 19, 2020 Annual <br /> Town Election from the Quashnet School to Mashpee Town Hall and that the time for <br /> the opening and closing of the polls for said Annual Town Election be 10:00 am and 3:00 <br /> pm, respectively." <br />
