Minutes of Meeting
Plan Review Committee
Held Tuesday, October 1, 2019
Mashpee Town Hall Waquoit Meeting Room
Question 3; Rob said that the ventilation will be superseded by Building and the
Fire Department codes. There's a hood ventilation system requirement, and Glen
provided his overview. His package was fairly comprehensive and complete. Rob
mentioned that there is a vacuum system with a small air exchange. He believes
Glen will be totally fine with what was discussed.to satisfy the other codes.
Question 5: Rob said that who he buys from has to be licensed for recreational
cannabis. If they.are a CBD farm, and they are licensed with the Department of
Public Health, not the CCC. Rob said he can only provide product from someone
who is licensed for recreational use licensed by the State. One of those recreational
growers, has high CBD plants then it's a high CBD cannabis plant that is different
from straight hemp CBD. Some cannabis strains have higher CBD with THC, some
have equal amounts that have medicinal benefits. Some people respond better to
pain with a 50%, or 80% content. If it's a cannabis plant grown by a licensed grower;
he can manufacture and sell it.
Charlie said that Glen is referring to. food. Rob said it's a fine line under the
requirements between the Department of Public Health and the CCC. If you are
buying a Dept. of Public Health straight CBD product'without THC in it, that's the
regulations but the cannabis part has low CBD in it, you can do it.
Chief Rullo asked if he was manufacturing for recreational only, not recreational
and medical. Rob said; correct. He is only applying for recreational.
Charlie said; a permit will be required by the Board of Health prior to operation for
this facility.
Question 7; Rob said that the waste product will be the plant product that will be
stored in a container outside that is ventilated and is denatured immediately with
compost dirt or'sand onsite, so that it cannot be used by anyone and then it will be
taken away every week or month depending on amounts produced. It will be
composted.with farmers that he has a relationship with that compost. The rule with
the CCC is that the product has to be denatured; so no one can use it.
Charlie said that all these comments will be brought up with the Board of Health
during the permit review.
