MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> JANUARY 8,2020 <br /> The existing conditions on the plan depict a larger building in the center of the site. This <br /> building will be removed in order to provide for the additional parking spaces that are <br /> required. The proposed site plan depicts two shed style buildings; one is 12 ft. x 20 ft., and <br /> the other is less than 200 sq. ft. These sheds were replaced and anchored to protect in the <br /> event of a storm. The board walk area next to the larger shed has been constructed, and the <br /> smaller shed will be used to accommodate various equipment onsite. The parking lot has <br /> been a stone and gravel parking lot since its inception. The proposal is that the lot continue <br /> to be a gravel and stone parking area with the exception of the four(4)handicapped spaces <br /> in the lower right hand corner of the site plan. <br /> The plan was revised to request additional pavement between the shed style building and <br /> the handicapped parking for easier access to the boardwalk and dockage space to the rear <br /> of that 12' x 20' building. This building does not have any heat or water. It is used for <br /> customers to purchase fuel. It is not intended to be occupied as an office for any extended <br /> time but can be used as a shelter for cover in the event of a rain storm etc. Also onsite is a <br /> portable bathroom which is a self-contained building, and is only used during the boating <br /> season. <br /> Attorney Kirrane noted that the site has improved since Tim has owned and managed the <br /> property. It's difficult to delineate any parking spaces on a gravel surface,but there will be <br /> rubber strips installed to delineate the spacing when the building in the middle of the lot <br /> will be eliminated. The 77 parking spaces that are proposed are typically far more than are <br /> ever needed.The parking was given recommended approval at Plan Review and there have <br /> been no other vehicle parking issues. These buildings are temporary in the event there are <br /> any construction renovations in the future,which would require returning to the ZBA. The <br /> project has all the required licenses from the Army Corp of Engineers, DEP, and the local <br /> Conservation Commission. Permitting has also been approved for the dredging to <br /> accommodate the renovations. <br /> Mr. Bonvie asked if there were any boat repairs being performed. Tim said currently there <br /> are 20 hours of inspections or basic winterization. The power washing is not done on site, <br /> but there is a proposal for a wash pad to be installed for a water recycling system. There is <br /> a recycling system at his the Rte. 28 business location. Mr. Bonvie asked if the Board <br /> approved this application would the construction be able to proceed without obtaining any <br /> Federal, State or local permits. Tim said;yes. Tim said there are some building code issues <br /> brought to his attention by the Building Department. He said he will meet with Charlie <br /> Maintanis to discuss his concerns and requirements, and he will involve an engineer and <br /> architect at that time. <br /> Matt Costa said that Tim has all DEP, Chapter 91 licenses, all dredge Federal Permits, and <br /> local Conservation approval. Everything seaward, and the parking lot can be done with <br /> ZBA approval. The only outstanding issue is the building permit issues that will be dealt <br /> with Charlie.All the marina work,can move forward today,except for adding the additional <br /> slips and parking; that is the reason for this application. <br /> 12 <br />
