• Checked in with the Council on Aging about how the elderly population is faring, and any
needs they anticipate going forward.
• Created new slides for Mashpee TV, including-information about self-quarantining for those
traveling from out of Massachusetts, mask recommendation for public places, donating
blood, maintaining social distances, and utilizing grocery delivery and takeout services from,
local restaurants.
• Monitored South Cape Beach for gatherings.
• Investigated "reports from the Department of Labor Standards regarding non-essential
businesses operating and a restaurant complaint.
• Received masks and gloves for Board of Health use.
• Continued food inspections,_percolation tests, final septic inspections, failure certifications,
and online permitting.
Ms. Warden asked if Health Agents had visited Stop &Shop regarding her concerns,.and Mr. Harrington
answered in the affirmative. He stated that access was through one door only"because, in accordance
with grocery store guidance that came down from the state, management is limiting occupancy in the
store, by keeping count of the number of employees and customers entering and exiting. A log is also
being kept by an employee working at the by flower shop. Though there is not a requirement for masks
at this time, the majority of employees were wearing them. Dividers had been placed at the checkouts,
and every other register is operating. Sani-wipes are available at the entrance for wiping down the carts.
The arrows were on the floor marking one-way travel up/down the aisles. Ms. Warden suggested that
management be requested to have the carts wiped down each time they are collected from outside, and
also that the keypads on the payment machines be wiped down after each use. Mr. Harrington stated
that cleaning of keypads is in the guidance, and agreed to send a reminder. Chair Baumgaertel stated all
staff at Roche Bros.are wearing masks and register belts were being wiped down between customers. He
suggested there could be better control of the flow of people at the front of the store by the registers,to
better ensure the minimum 6' distance. He also suggested that Stop &Shop limit the number of self-
checkout registers to better maintain distance and sanitization. Ms.Warden mentioned it is difficult to
maintain the 6' distance at the entrance when the carriages are full, and Mr. Harrington reminded Board
members that, to be considered a close contact, you have to be within 6' for a sustained period of 15
minutes. Brief passing does not meet the definition of a close contact. Ms. Warden asked if all of these
suggestions could be forwarded to the grocery stores, and Mr. Harrington agreed.
Chair Baumgaertel expressed concern about close contact in semi-public pools, even after the bans are
lifted. He asked if there had been any guidance about summer camps, and Mr. Harrington answered that
the decision about if/when camps would be opening had been pushed off. Mr. Harrington stated that,
with the weather being as bad as it's been, all the public beaches have been relatively quiet. He plans to
check the beaches on the next nice day.
"bTHER BUSINESS
Mr. Harrington commented that he had received a call regarding the new Cape Cod Coffee facility at 10
Evergreen Circle, where silt loam at the rear of the property was found at a greater depth than what was
found when the perc was done at the front of the property. There has not been a formal request at this
point, but Mr. Harrington advised the site supervisor and engineer that they may want to request a
variance for the depth of the leaching,.so that it could be put below the silt loam without having to do the
stripout. Mr. Harrington had agreed to inquire with the Board if they would consider approving this type
of variance request, which would save the applicant a significant amount of time and money. Mr.
Harrington suggested that,if there was going to continue discussion on this matter,it should be added to
the agenda. Board members did agree they would consider a variance request of this nature. Chair
5
