Minutes Mashpee Waterways Commission <br /> Mashpee Town Hall <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Date: 1/14/2020 <br /> Chairman Ken Bates convened the meeting at 9:03am in the Waquoit Meeting Room <br /> Attendees: Ken Bates, Don MacDonald,Tim Leedham, Al Wickel, Dick Noonan.Also present: Rick York, <br /> Jeff Smith <br /> Absent: Steve Mone, Gregg Fraser <br /> Minutes: <br /> The following minutes were approved:the regular session of Tuesday December 10, 2020. Motion to <br /> approve made by Don MacDonald and seconded by Dick Noonan. Unanimously approved by all those <br /> present. <br /> Appointments&Information Sessions: <br /> Nothing to report <br /> Communications &Correspondence: <br /> - Ken provided a brief status of the new Popponesset Channel: the permit plans are ready to be <br /> reviewed by all appropriate agencies. <br /> - Ken reported that the contract between the Town of Mashpee and UMass - Dartmouth, for the Tidal <br /> Analysis Study of Great River/Little River and Waquoit Estuary has been signed by both parties. <br /> Old Business: <br /> Harbormaster Report: <br /> - Jeff reported that there is very little traffic on the water and only 2 hours were spent on patrol. <br /> - All boats are out of the water, winterized and covered. The exception being the Safeboat which <br /> remains in the water and fully mission capable. <br /> - It was reported that the Maushop Danger Rock Buoy was found beached near the Popponesset Inn. It <br /> was recovered and will go back in the water in the spring after it has been cleaned and painted. <br /> - Jeff reported that the owner of the "Sea Rogue"was mailed a certified letter on 12/5/19 providing <br /> instructions that he had 90 days to remove the boat from the landing at Great Neck Boat Ramp or the <br /> Town would remove it and sell it at auction. The owner has been in contact with the Harbormaster's <br /> Office and appears to be working towards removing the boat. <br /> - Jeff reported that all mooring renewal permits were mailed out on 1/8/20. Improved efficiency enabled <br /> this to be done in 2 days with 1 staff person. <br /> - The Harbormaster stated his goal of ensuring that we have Federal Permits for all Private Aids to <br /> Navigation we set in our waters.The office has found in the past numerous "No Wake Buoys"that do <br /> not have permits. <br /> - Jeff reported on his plans to expand the "no wake"zone on Popponesset Bay to include the whole <br /> southern area of the Bay. He will be ordering 4 new buoys to mark the area.The 20/20 season will <br /> emphasize education and warnings to offenders. Jeffs Popponesset Bay no wake zone will be <br /> posted. <br /> - Jeff then discussed his thoughts on expanding the "no wake"zone on Waquoit Bay to include the <br /> whole of the eastern section of the Bay. Input was solicited and considerable discussion took place <br /> including potential impacts to windsurfers. Following the discussion it was decided to table this item <br />
