Jeff will provide maps/charts with detail including buoy locations and where <br /> we will meet the Falmouth Town Boundary line to aid in this discussion. <br /> - A motion was made by Don MacDonald to support the recommendation for Popponesset Bay"no <br /> wake" expansion. It was seconded by Tim Leedham and unanimously approved by all those present. <br /> - The Harbormaster reported that he has updated Mashpee Mooring regulations and a draft is currently <br /> under review. Jeff indicated that there will be a number of changes including: a new dinghy rack fee of <br /> $25, a prohibition on winter storage and a requirement that all boats over 20' must have minimum <br /> liability insurance including pollution liability coverage.There will also be a few minor changes around <br /> anchoring in Mashpee waters.All other fees are to remain the same. Jeff will email a final draft to the <br /> Commission for our review, comment and vote of support prior to going to the Board of Selectmen. <br /> - Tim Leedham suggested that we add an agenda item to a future meeting to discuss racks for canoes <br /> and kayaks. Following a brief discussion clarifying the topic it was agreed that this is a topic worth <br /> agenda time. <br /> DNR Director/Shellfish Constable Report: <br /> - There was no report from the Shellfish Constable <br /> - Rick York reported that we have not heard back from the Attorney General's Office on the By-Law <br /> changes that were approved at our last Town meeting which granted authority to make changes/ <br /> amend our mooring By-Laws to the Board of Selectmen. <br /> - Rick asked if we wanted to consider reintroducing the article on the "Jet Ski Ban"for Ashumet with <br /> new language that precisely matches Falmouth's language.A considerable amount of discussion <br /> followed and a decision was made to wait through the summer season while assessing any impacts/ <br /> issues that develop. Based on that assessment we could consider new language for October's <br /> warrant. <br /> - RickYork informed us of a women, who resides on John's Pond, being reported for feeding ducks in <br /> the water. It appears that she has stopped feeding them on the water but continues to feed them in <br /> her yard. Neither is an acceptable practice. Rick stated signage would be posted. <br /> - The Harbormaster reported on 3 dock requests: a seasonal dock extension for 248 Pimlico Rd which <br /> he will approve; a request on Spoondrift to add a float and extend the existing dock which he will also <br /> approve and lastly he reviewed a request on Great River for an extended boat ramp and lift. Jeff <br /> expressed concerns about it being too long for a narrow channel and said our Shellfish Warden had <br /> concerns over the impact of 2 additional pilings on shellfish habitats. Jeff will follow up after he hears <br /> back from conservation.Additionally, Ken Bates will follow up with Drew McManus, Conservation, to <br /> see if there are any Town restrictions on length of docks. <br /> - Rick also discussed developing plans to use old bogs in the town to pump water out of Santuit Pond <br /> in the winter to capture any remaining algae and explore ways to reuse. <br /> - Lastly, Rick York announced that he will be retiring effective June 1, 2020. He will continue to be <br /> available as needed for institutional knowledge. Rick stated that he believes he is leaving a good team <br /> in place to carry forward on the mission of Natural Resources. Rick will continue working on water <br /> quality issues which remains a passion for him. <br /> Committee Reports: <br /> MashpeelWakeby and John's Pond and fresh waters: No report <br /> Water Quality: No report <br /> Barnstable County Coastal Resources: Ken Bates reports that we are experiencing delays due to <br /> weather and equipment. He also reported that the survey for the Popponesset Approach Channel will be <br /> completed this week and the plan is to have equipment on site the 2nd week of February. <br /> Sewer Commission: No report. It was however mentioned by Rick York that the Committee has set up <br /> a meeting schedule and Rick volunteered to attend those meetings and report back to this Commission <br /> in the absence of Dick Noonan who will be out of state for the next 3 months. <br />
