Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Tuesday, July 7, 2020 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Charlie asked if there were any more questions, and if the committee wants to wait and <br /> see the septic and drainage calculation plans or to move this along. <br /> Evan Lehrer: He said that Catherine's concern regarding the drainage is a valid concern, <br /> and said that the study that Juan has mentioned is specific to ground water flow not to <br /> storm water runoff. He's not sure if the ZBA can condition the change of use of the Written <br /> Finding on the installation of drainage structures but it might be prudent to ask Counsel. <br /> He said that he believes everyone is satisfied with the change of the adult use to a retail <br /> appliance store. However, there might be an opportunity for the ZBA to add a condition in <br /> the Written Finding to rectify the storm water issue and improvement to the drainage <br /> section of the driveway that Catherine mentioned. <br /> Mr. Mills said that this section of the driveway does not pertain to this project. Catherine <br /> said that she has an understanding that the new property owner is looking at the issue as <br /> part of the septic upgrade to the property. But there was discussion about a second use in <br /> the future that she would like to see the progress towards addressing the site issues and <br /> wants a time frame of the septic and drainage plans. <br /> Glen said that the problem is not just on the South entrance, but is also on the North <br /> entrance. During one of the septic overflows it certainly didn't have any issue getting down <br /> onto Great Neck Rd North. There is definitely drainage that comes down off of that North <br /> driveway. He would rather not just be specific to the South entrance but to address both <br /> entrances of Great Neck Road North. There is a bylaw that states that you cannot force <br /> storm water onto a public roadway. If this is the opportunity for a change of use approval, <br /> and as long there's a petition for a Written Finding, and a formal vote from Plan Review <br /> this can be conditioned on record. If the Committee wants to wait to address this until after <br /> the septic that would be a compromise for the Owner, and certainly does need to be <br /> addressed. <br /> Evan agreed with Glen. <br /> Juan said he will forward this information to the BSC Group and see if they can address <br /> that with engineering.Glen said that there will be some retention areas or some subsurface <br /> drainage to handle the runoff on the North entrance and off of the larger parking lot at the <br /> South entrance. You might be able to divert the runoff from the parking lot as well as the <br /> South entrance too. <br /> Fire Chief,Tom Rullo: <br /> Tom is concerned with the augmentation for the business. If there are any changes to the <br /> interior he will need an affidavit from the Sprinkler Company which is standard. <br /> Charlie mentioned earlier to schedule a meeting to include the Fire Department to discuss <br /> the existing building code requirements and any building upgrades. <br /> Tom asked if they are taking out the old kitchen.Juan said;yes.Tom will need some interior <br /> design and that the new changes include the new sprinkler system. Tom asked about the <br /> kitchen. Juan said that the gas was disconnected two years ago. The area will be open <br /> space and they are removing the bars and kitchen. <br /> 3 <br />
