Town of Mashplee <br /> 16 Great Neck Road North <br /> Mashpee, Massachusetts 02649 <br /> BOARD OF HEALTH — PUBLIC SESSION <br /> Mashpee Town Hall —Ockway Meeting Room <br /> Minutes of the Meeting of June 18, 2020 <br /> Board Members Present: Member Absent: Also Present: <br /> Brian Baumgaertel,Chair Glen Harrington, Health Agent <br /> Veronica Warden, Clerk Caitlin Gardipe,Assistant Health Agent <br /> Chair Brian Baumgaertel called the meeting to order at 7:01 PM, and stated for the record that all Board <br /> members were participating remotely. <br /> OLD BUSINESS <br /> 1. Review of compliance — 81 & 95 Echo Road. Mr. Harrington commented that, after the last <br /> meeting, a final abatement order was prepared by Town Counsel and hand-delivered to Manuel <br /> Cabral on June 12, 2020 as the owner of 95 Echo Road. The order stated that he had seven days <br /> to abate the violation. Town meeting subsequently approved the requested amount of$150K for <br /> the Town to address the refuse pile. Three quotes were submitted to the Health Department in <br /> response to a Request for Quotes (RFQ)for removal of the pile by transportation and disposal to <br /> various disposal sites. The mortgage holder subsequently expressed an interest in paying for <br /> removal of the refuse to avoid a lien on the property by the Town. The mortgage holder has <br /> indicated that they wish to keep a clear title to the property,and will discuss the option with the <br /> Town Manager. <br /> The next step is to notify the owner of 81&95 Echo Road of the fact that, now that no action has <br /> been taken,the Town has the right to abate the violation and charge the owner for all expenses <br /> incurred. Once that notice is served,the Town can schedule the clean-up or allow the mortgage <br /> holder to perform the clean-up. <br /> Mr. Harrington reminded the Board that executive session is required if members wish to discuss <br /> the quotes or obtain additional quotes, as discussion in public session may put the Town in a <br /> deficient position to get fair and reasonable competition for pricing. Award of the contract must <br /> be done in public session. Mr. Harrington indicated that the quotes can be reviewed at the next <br /> meeting, as they have not yet been provided to all Board members for review. <br /> 2. Review of amended Refuse Hauler Regulation, Mr. Harrington commented that there is still no <br /> update on this regulation, as Town Counsel has not yet commented. <br /> 3. COVID-19 update. Mr. Harrington commented that the following actions are completed or <br /> ongoing: <br /> • Maintained the Mashpee COVID-19 webpage with up-to-date information <br /> 1 <br />
