MASHPEE ENVIRONMENTAL OVERSIGHT COMMITTEE <br /> MEETING MINUTES <br /> SEPTEMBER 11, 2019 - 6:30 P.M. <br /> MASHPEE TOWN HALL-POPPONESSET MEETING ROOM <br /> 16 Great Neck Road North <br /> Present: Joe Cummings,Dale McKay, Katelyn Cadoret,Andrew Gottlieb,Ashley Fisher <br /> CALL TO ORDER <br /> The Chair opened the meeting at 6:30PM. <br /> APPROVAL OF MEETING MINUTES: <br /> The August 14th meeting minutes were approved. Other meeting minutes are being worked on and will <br /> be available for review soon. <br /> COMMUNICATIONS & CORRESPONDENCE: <br /> None <br /> NEW BUSINESS <br /> • Election of New Chair and Vice-chair of the EOC <br /> Katelyn Cadoret was elected the New Chair and Michael Talbot was elected the Vice Chair. <br /> • Plastic Straw and Polystyrene Ban Bylaw Articles: Update <br /> The Finance Committee voted to endorse the ban. It will be on the October Town Meeting. <br /> • Proposed Helium Balloon Ban Bylaw for May 2020 Town Meeting <br /> Minor changes were made based on the board's comments last month. <br /> • Santuit Pond Water Quality Issues and Possible Mitigation <br /> No update. <br /> ACTION ITEMS UPDATE <br /> Mass. Municipal Vulnerability Preparedness Program (MVP): Update <br /> Evan submitted a Scope of Work and a contract to work with the Woods Hole Group. <br /> Mashpee Greenway and the Quashnet River Footbridges: Update <br /> No update. There was a Planning Board subcommittee, and it is unclear if it still active at this time. <br /> Mashpee Community Garden and MCGAC Planning and Management: Update <br /> No update. <br /> DNR and PALS Pond & Estuary Water Quality Monitoring; Brian Howes report <br /> The last sampling occurred on 8/19 at Ashumet, Johns, Mashpee-Wakeby and Santuit Ponds. Brian <br /> Howe's report revealed that Popponesset Bay has the poorest water quality in Southeast MA. Areas <br /> where shellfish has been seeded have shown improvements in their N-reduction goals. <br /> Residents from Johns Pond came before the meeting to bring up waterfowl feeding and their concerns <br /> about water quality. Katelyn told them to look at Barnstable's No Feeding Waterfowl Ordinance and to <br /> try and get it on the next Town Meeting. <br />
