Jason Streebel,Director of Assessing was in attendance to review his memorandum of August , 2020 relative to the award of the valuation servicescontract for Fiscal Years 2021 through 2023. Mr. Streebel indicated that to technical proposals were received, one of which did not fulfill the RFP requirements. ,All towns must perform certain assessing functions in order to assure reliable income from taxes. The functions if 41 performed in-house would require at minimum,two additional office personnel. The Board of Assessors voted unanimously at their last meeting to recommend the Board of Selectman award the three-year contract to PK Valuation Group, Paul S. Kapinos &Associates, Inc. of Sandwich MA.in the yearly amount of$76,500. Since 2001, this contract has been triennially awarded to PK'valuation Group as a result of their excellent performance history, competitive bid, and for their continued interest in serving the Torn of Mashpee. Motion made by Selectman Sherman to award the contract for the Implementation of the Revaluation Update Program from FY21 to FY23 to PK Valuation Groups in the yearly amount of$76,500. Motion seconded by Selectman Weeden. As a result of the unique and challenging times the Board of Selectmen Chair requested the Town wn ►tanager drab a Proclamation 11.1 support of the Mshp►ee Police Department to appreciate and to salute their efforts and to respect the fact that they place themselves in.harm's 'way protecting the citizens each day. The 'Proclamation would also provide continued support of the Police Department in addition to protecting the civil rights of all of citizens. Discussion followed regarding the intent of the(Proclamation given the current social climate that may raise an eyebrow with:Black Lives Matter on the national level. The question was asked as to how man proclamations am.atlons are given to other departments within torn. Generally when someone does something above and beyond there is more oblige to go along ,with a proclamation, but when folks are doing their job as with other departments, there is hesitation. Given the circumstances under these social times there is reason to show support especially in light of national conversations about defundrng the police. It was agreed it is a tough time for laver enforcement. "here is a lot of hatred and anger. The proclamation would shove confidence and solidarity taking a stance to support the police department. It was requested the Town Manager draft a template proclamation subject to modification.
