*r '-DRAFT* BOARD OF SELECTMEN MINUTES AUGUST 10, 2020* 10 Board of Selectmen Minutes August 10,2020 NEW BUSINESS Discussion and Possible Action on Draft 42 of the October 19, 2020 Town Meeti n; Warrant: The Board of Selectmen reviewed Draft#2 of the October 19, 2020 Annual Town Meeting warrant, To conform to the Selectmen's directive the articles were grouped to facilitate review and approval and to lessen the time spent at town meeting. Discussion followed with regards to Article#12, proposed to fund costs and expenses related to the design of a public wastewater and stormwater collection system, and related facilities for the Route 151 corridor from Old Barnstable Road to the Falmouth town line. It was suggested the.article be modified to be subject to a debt exclusion. Although the project is not expected to begin for 1.5 years there is a possibility that federal stimulus monies'mar become available next year for projects that are construction ready. It was agreed the Town would move forward taking an aggressive stance on this 0 project from an eligibility standpoint. Motion made by Selectman Gottlieb to authorize the modification of the Sewer Project Design article to be subject to a debt exclusion and further, move forward with a Question, on the November 3,2020 Election Ballot asking voters to approve the debt exclusion or not, Motion seconded by Selectman Sherman, VOTE.*' Unanimous, 5-0. Roll Call Vote: Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman, yes Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none With regards to the grouping of articles there was a question as to why the Zoning Articles are not grouped. It was agreed that clarity would be obtained from Town Counsel, New Article—Custodial Support-, I Motion made by Selectman Gottlieb to include a space holder on the October Town Meeting warrant to fund custodial support for the Mashpee Public Schools. Motion seconded by Selectman O'Hara. VOTE: Unanimous. 5-0. TOWN MANAGER UPDATES ,Speciallevents.- As with other events during the COVID-19 pandemic Town Manager recommended the Board cancel the an :u.al Oktoberfest. The Board of Selectmen was receptive to the recommendation and agreed to 9 inform the Recreation Director of the cancellation.
