Collins presented the FY2021 Capital Improvement Program recommendation to the <br /> Board of Selectmen. The total CIP, a budget of$2,000,692 is comprised of$751,950 in Funds Available for <br /> Appropriation or Free Cash, $40,000 in Mashpee Cable and Advanced Technology (MCAT) funds, $17,742 in <br /> Recreation Revolving Funds and 1,191, from the Capital Stabilization Fund. <br /> The following departments earmarked for funding include; <br /> DPW $275,9 5 Equipment/Lease Purchased <br /> Fire $115, Protective Gear/Radio Equipment <br /> IT $ 40 Wireless Access Points <br /> Planning & Construction $565, Various Town & School Projects <br /> Police $239, Vehicles Lease/Purchase <br /> Recreation $17,742 ADA Compliant Van <br /> School $4861000 Various Projects <br /> Town $62po Electric Cars (4) Vehicle Pool <br /> It was disclosed the Capital Improvement Program (CIP) Committee is expected to reconvene to <br /> further review the appropriation of funding for the above referenced capital projects. The FY2021 CIP Budget <br /> was taken under advisement and will be revisited at the Selectmen's Meeting on March 2, 2020. <br /> Discussion of 11a 2020 Town Meeting Warrant Articles:t <br /> Currently, the Administrative staff in.the Office of the Town Manager and Board of Selectmen are compiling the <br /> articles proposed for the Special and Annual Town Meeting warrants. The Board is, expected to review <br /> and take possible action on Draft#1 at their March 2, 2020 meeting. <br /> The Annual Town Meeting warrant was noted to contain 26 articles. A total of 13 articles are considered to be <br /> routine. There are 10 place-holder articles proposed to fund contract settlements. An article is proposed to <br /> reduce the CPA tax from 3 to 2% and to create the WIIF at 2%,. The warrant/debt exclusion article for the $2.4 <br /> million design of the wastewater treatment plant and associated collection system design 'is on the warrant. <br /> There are five petition articles,, three are for road takings. Two articles have been submitted by the <br /> Environmental Oversight Committee regarding plastics. <br /> The Special Town Meeting warrant contains 9 articles, six from the Community Preservation Committee. There <br /> is an article for unpaid bills, to deficit the Snow& Ice budget and to Transfer funds from the Capital <br /> Stabilization, Fund. An article is forthcoming to fund the Assessors Revaluation, and to possibly fund a nuisance <br /> remediation on Echo Road. <br /> A brief discussion followed with regards to the direction of'the Town with respect to the matter of wastewater. <br /> There was, consensus the process would most likely begin as a Town operation. The matter will be further <br /> discussed at the March 2, 2020 meeting and considered for the October Town Meeting warrant. <br /> The Finance Committee was invited to attend the Board of Selectmen meetings on March 2, 2020, March 16, <br /> 2020 and March 23, 2020 in joint convention to review and take possible action on the warrant. <br />
