*DRAFT* BOARD OFF SELECTMEN MINUTES 3-2-2020 9 <br /> Board of Selectmen <br /> Minutes <br /> March 2, 2020 <br /> Discussion and Approval of Seconsett Island Toad Parking Permit Fee: Director of Natural Resources Richard <br /> York: <br /> After consulting the Harbormaster, Shellfish Constable and Falmouth Marine and Environmental (fairs Richard <br /> York, Director of Natural Resources recommended mended the Board charge for non-resident parking permits for the <br /> Seconsett Island causeway a $30 annual fee for non-resident Waquoit Bay mooring holders and Falmouth non- <br /> commercial shellfish permit holders. <br /> The econsett Island Causeway is the access for the non-commercial family shellfishing area on the Mashpee <br /> side of the bay at the causeway which is a mooring area. This is a popular and accessible area for shellfishing lip. <br /> Mashpee. <br /> Mr. York indicated that reciprocity for both Mashpee and Falmouth to shellfish in all of Waquoit Bay is written <br /> into the Toy n's Shellfish Regulations. The Mashpee side of the causeway is the only parking or potential parking <br /> area on either side of the Town line., <br /> There is concern as the Division of Marine Fisheries may be required to close this area and all other mooring <br /> areas to shellfishing. As an option the Torn of Falmouth could possibly designate a non-commercial shellfishing <br /> area on the Falmouth side, on the Town line at the causeway that is not in a mooring area. <br /> Town Manager Rodney C. Collins recoix mended the Board table the discussion to allow for conversation with the <br /> Town of Falmouth. If the proposal was to move forward it would return in the form of a Public rearing. <br /> There was a question regarding the taking of shellfish; Is a Mashpee shellfish permit holden allowed to shell-fish <br /> on the Falmouth side of Waquoit Bay <br /> Mr. York indicated he is seeping a solution for alternative parking.. `here are about 35 mooring holders and very <br /> few parking spaces to meet the demand.. <br /> Discussion and,,,,,,,,,,,,,Approval of Waste Dis osal A ree n.ent: New Bedford Waste Services: 'Michael Camara: <br /> The Board of Selectmen met with Michael Camara of New Bedford Waste Services 1" S to review <br /> Amendment#2.to the 'haste Disposal Agreement, The original language was reviewed by Town Counsel to <br /> form. <br /> Under Item. l —Services Provided and Disposal Fee :effective January 1, 2020, the Town agrees to pay N WS <br /> a disposal fee for Calendar Year 2020 in an amount not to exceed $93.75 per ton, including all handling, <br /> transportation and end disposal costs. The :fee shall be adjusted monthly based on documentation provided by <br /> NBWS as required by Section 9,C of the Agreement to substantiate the fee amount. N wS shall include this <br /> documentation with each invoice issued. In no event shall this disposal fee exceed $93.75 per ton during <br /> Calendar Year 2020 and NBWS shall not seep any further fee increase above 9 .75 per ton in Calendar Year <br /> 2020. <br /> The Agreement was amended by Mr. Camara striking one-half of the first sentence and second sentence as <br /> follows: including all handling, transportation and end disposal costs. The fee shall be adjusted monthly based on <br /> documentation provided by N wS as required by Section 9C of the Agreement to substantiate the fee amount. <br />
