The Chair stated that only one representative from <br /> Lombardo Associates would attend future meetings to limit expenses. <br /> Mr. O'Hara made a motion to pay Lombardo Associates$945. Mr.Marcelli seconded the motion. <br /> 5 in favor, 1 abstained <br /> The warrant was signed by members of the Commission. <br /> Mr. Lombardo introduced himself and it was noted that an executive summary of his report is available in <br /> the packet. Mr. Lombardo reported that the decentralized approach, which achieved TMDL requirements, <br /> would total $280 million compared to$500 million for a more conventional approach. Mr. Lombardo <br /> distributed an EPA report from the Chesapeake Bay which references the capabilities of on-site systems. <br /> Mr. Lombardo has advised that a location for the permeable reactive barrier be considered since it will <br /> provide a high value impact. Mr. Lombardo also announced that an agreement has been reached that will <br /> guarantee the success of the system with insurance_ <br /> Subsurface Archeological Investigations <br /> The Chair referenced the packets and information pertaining to the Transfer Station discharge site. <br /> Discharge sites are subject to MEPA and require reporting to the State. Wells and test pits are planned for <br /> the site but the state Historic Preservation Office and state archeologist require an intensive archeological <br /> study of the 10 acre property. The Public Archeology Lab submitted a proposal with a quote of$8000 to <br /> complete the work. The Cape Cod Commission has DRl mitigation funds available that can be used <br /> toward nitrogen removal. Mashpee has applied to utilize$32,000 for archeological studies for four sites. <br /> The Chair asked for a vote to move forward on the contract. <br /> Mr. Klenert made a motion to approve the contract.
