Funding Sources and Status <br /> Chairman Fudala referenced the agenda regarding funding sources and their status and recommended that <br /> Commission members contact him with any questions. <br /> Community Advisory Committee <br /> The Committee had been recommended by DEP to be part of the planning process as a good sounding <br /> board. There are presently open positions on the Committee, including Precinct 5 and Precinct 3. <br /> Additional information is provided in the packet. Mr. Kaplan and the Chair expressed concern about the <br /> limited participation of the CAC and their ability to communicate planning efforts. Mr. Kaplan <br /> emphasized that all meetings are open to the public. It was suggested that there may be greater public <br /> involvement as the project moves forward and it was recommended that an active website be developed. <br /> Cape Cod Water Protection Collaborative <br /> Chairman Fudala applied for the Direct Local Technical Assistance Grant for the Cape Cod Commission, <br /> which has been approved and is being developed. Andy Gottlieb will serve as a facilitator to develop a <br /> memorandum of agreement between Mashpee, Barnstable, Sandwich and Falmouth to determine each <br /> town's responsibilities in the Popponessett and Waquoit Bay watersheds at a cost of$27,500. Town <br /> Boards of Selectmen and Barnstable's Town Council need to be approached to move forward. December <br /> 15 is the deadline. Mr. Klenert questioned whether or not the towns had already been approached and <br /> Chairman Fudala confirmed that he and Mr. Gregg provided a Water Quality Management presentation to <br /> Sandwich and Barnstable also expressed interest in the presentation. The Chair referenced an executive <br /> summary from the County highlighting a comparison of wastewater treatment system costs. A critique <br /> from Clean Water Action was also included in the packet for Commissioners. <br /> Falmouth Issues <br /> The Chair reported that a commissioner typically attended Nutrient Management Committee meetings in <br /> Falmouth. Falmouth is also the lead in a proposal to develop a 4 town shared wastewater facility at <br /> Massachusetts Military Reservation. The Mashpee Board of Selectmen has signed off on a memorandum <br /> of interest. A Commissioner is needed to serve as liaison to attend Falmouth meetings. Chairman Fudala <br /> will obtain more details regarding the time commitment. <br /> Barnstable Sewer CAC <br /> Barnstable has requested that Mashpee sit on their Community Advisory Committee. <br /> Potential USGS Solute Transport Modeling of Wastewater Discharges in Popponessett Watershed <br /> Some projects have been completed at no cost. The particle tracking model identifies where water is <br /> going_ Solute transport modeling, which will identify the concentrations, should be completed for <br /> Popponessett Bay watershed. <br /> May 15 NEIWPCC Forum <br /> The"Planning& Implementing Wastewater Solutions" presentation offered a variety of financing <br /> options. A videotape of the presentation may be available. <br /> May 18 WBNRR Workshop <br /> "Water Reuse and Groundwater Recharge as Keys for Sustainable Water Management" will be discussed <br /> at the next meeting. Mr. Lombardo reported that Dr. Schneider provided a balanced view about water <br /> concerns. <br /> 8 <br />
