i <br /> Mashpee Board of Sewer Commissioners <br /> Meeting Minutes <br /> January 21, 2010 <br /> Mashpee Town Hall, Selectmen's Meeting Room <br /> Present: Chairman Tom Fudala, Clerk Matt Berrelli <br /> Absent: Vice-Chairman Don Desmarais <br /> Also Present: SMaST-Brian Howes&Ed Eichner; GHD (formerly Stearns & 'Wheler)-Bill Hall &Jeff <br /> Gregg; Lombardo Associates-Pio Lombardo& Gary Rubenstein <br /> CALL TO ORDER <br /> The meeting was called to order with a quorum by Chairman Tom Fudala at 7:06 p.m. Chairman <br /> Fudala stated that Don Desmarais had emailed a letter of resignation but an original signature must be <br /> provided before making the resignation official. <br /> AGENDA ITEMS <br /> Billing: <br /> The Sewer Commission has received three bills that require processing. <br /> Motion made by Mr.Berrelli to pay the bill for$7592 to SMaST. Motion seconded by Mr. <br /> Fudala. All voted unanimously. <br /> Motion made by Mr. Berrelli to pay the invoice for$2700 to GHD, Inc. Motion seconded by Mr. <br /> Fudala. All voted unanimously. <br /> Motion made by Mr. Berrelli to pay the bill for$2000 to Lombardo Associates. Motion seconded <br /> by Mr. Fudala. All voted unanimously. <br /> Coordination of Sewer Commission Consultants on the Next Phase Scenarios: <br /> Now that the results of the 5 scenarios for the MEP model have been presented, Chairman Fudala <br /> stated his preference to work cooperatively to determine how to proceed. Chairman Fudala added that <br /> GHD is the Commission's primary contractor and SMaST is available to assist with the modeling of <br /> any additional scenarios. Additionally, although Lombardo Associates' contract has been completed, <br /> the Chair recommended that they remain involved with the next phase in order to offer their input and <br /> attend meetings. Mr. Lombardo has submitted a proposal to develop a report about permitting, <br /> procurement of easements, operations, maintenance and management of septic tank effluent collection <br /> systems (STEP systems) and an additional report on the public management of cluster wastewater <br /> management systems. The Chair wishes to clarify the scope to determine the appropriate added <br /> assistance that Lombardo Associates could provide. Mr. Lombardo suggested the possibility of <br /> dealing with issues as they arise on a time and expense basis. It was also stated that GHD provides a <br /> technology assessment whereas Lombardo Associates can provide the management aspect. The Chair <br /> expressed interest in learning, from the consultants, the relative costs of one system versus another, <br /> such as STEP or grinder pumps. <br /> Mr. Lombardo responded that he is a proponent of the STEP system because they are less costly, <br /> noting that the data proves that savings occur using the cluster system. Mr. Lombardo has designed <br /> both systems and can highlight the benefits using real world numbers and designs. Mr. Berrelli <br />
