Mr. Howes questioned plans for an area on the map. Mr. Fudala questioned if the GHD scenarios were
removing wastewater out of the watershed. A discussion followed regarding each of the scenarios and
Mr. Fudala stated that most scenarios directed wastewater to the Transfer Station site. Mr. Gregg
added that a determination has not been made as to the Town of Barnstable's plans and how that may
affect Mashpee, such as a 40B MBR plant for a 60 unit development. Mr. Fudala and Mr. Gregg
discussed impact on the Mashpee River watershed and referenced the particle track map for Site 4.
More information will be acquired regarding the 40B project.
Mr. Cambareri questioned flows and site capacity, specifically referencing the needs assessment of the
existing sites and highlighted New Seabury's 300,000 gpd approval and Mashpee Commons' 300,000
gpd, according to the C WMP. Mr. Gregg again emphasized the need to balance nutrients, move
hydraulically and consideration of topography since all will impact the ability to build facilities. Mr.
Fudala noted the availability of the golf course and also a reserve area at New Seabury. Mr. Gregg
stated that treatment will be the least restrictive option and the greatest challenge will be recharge.
Mr. Fudala suggested that a scenario be run for a discharge area north of John's Pond. Mr. Howes
questioned whether or not the area around Mashpee/Wakeby should be considered but Mr. Fudala
responded that there was no space and it was primarily conservation area. Mr. Eichner questioned
whether there were options in Sandwich to be considered. A discussion followed regarding two 40B
projects being developed in Forestdale.
Mr. Gregg questioned how to proceed with the scenarios and whether they continue with a generalist
approach to establish areas that will address wastewater and presume a concentration to develop into a
load that would be used at the treatment level in order to provide a base of what needs to be addressed
to meet the TMDLs. Mr. Fudala expressed his interest in first identifying the discharge areas, their
capacity and identifying new locations. Mr. Howes questioned future well sites and Mr. Fudala
identified Turner Road, Meetinghouse Road and another site near Sandwich. A map referenced
indicated existing water district wells in dark blue and proposed wells in light blue. A discussion
followed regarding DEP permitting for wells, the locations of wells and capacities. Mr. Eichner
suggested offering a trade off with DEP of the wells and wastewater treatment in order to meet the
TMDLs. Mr. Howes suggested that the Keeter site offers a very good site for treatment and there was
also discussion about the New Seabury golf course.
Regarding the next step,Mr. Gregg suggested identifying a list of the most viable sites, including an
approximation of space needed, assessing the amount of flow and comparing it to the flows in the
various scenarios. Once the information is run,the ways in which the flows will get to the discharge
locations, whether by sewer or cluster, could then be determined. Mr. Lombardi agreed, adding that
they have accomplished that task with their second run. Mr. Lombardi stated that the model runs have
already identified how much headroom is available. Mr. Lombardi suggested that the next goal would
be to identify the capacities. Mr. Lombardo added that the New Seabury golf course offers a prime
location and Mr. Fudala added that the pipeline would operate year round. Mr. Howes suggested that
each site be checked for the maximum amount of discharge and then start from the southernmost point,
discharging at each site and then run that scenario. Mr. Fudala suggested that they max New Seabury,
Willowbend and north of John's Pond. Availability of land was discussed in the area of the pond. Ed
Baker questioned the status of Moody Pond, which was described as shallow. It was noted that the
pond has improved in recent years.
4
