Mr, Fudala stated that Southport has a 172,000 gpd plant that discharges to their golf course. Mr.
Lombardo suggested that the golf course could be utilized for plant needs. Mr. Fudala also noted that
an additional 10 units for the Housing Authority's Breezy Acres had been recommended to be tied in
to the High School but the Town's fee of$15,000420,000 to do so was considered excessive. The
Authority has decided to construct their own plant. Mr. Fudala added that the Quashnet and Coombs
School will be tied into the Mashpee Commons plant.
Mr. Lombardo suggested determining the capacity of the two largest areas for potential. Mr. Fudala
felt that the two areas would not be able to handle all of the Town's needs. Discussion followed
regarding the type and means by which a system would be installed on the golf courses and drip
irrigation versus subsurface was discussed. Drip irrigation would not be disruptive to a golf course.
The capacity per acre would be determined by the manufacturer but there are many variations
depending upon the proximity of the irrigation. It was noted that drip irrigation would be 6-8 inches
deep and not affected by freezing temperatures and depth to groundwater would not be a concern. Mr.
Gregg noted that accommodations_ would need to be made for the backwash so that it does not infiltrate
the system.
Mr. Baker questioned the Wading Place Road site as an option closer to the southern end of Town.
Mr. Fudala suggested that the potential capacity be investigated, as well as depth to groundwater.
Mr. Fudala questioned whether or not DEP would give up Zone 2 modeling for use of the USGS
model in reviewing wastewater discharge permits. The consultants doubted that they would.
Additional discussion ensured regarding re-delineation of Zone 2s, especially for the Rock Landing
wells. It was noted that the High School recently hired Earth Tech to conduct re-delineation to present
to DEP.
Mr. Fudala will put together maps for each of the sites and forward them to Mr. Gregg who will then
provide the capacity for the next meeting. Mr. Fudala announced that a draft copy of the AECOM
study for Santuit Pond would be available in the coming month. Bog sampling will be included and a
final copy of the report will be issued in June. A discussion followed regarding Lovell's Pond, and the
seasonal flow of Little River.
Discussion of Town Meeting Article to Expand Sewer Commission:
The Attorney General has approved the Town Meeting Article to expand the Sewer Commission to 7
members. Town Counsel is now reviewing the legality of the Article in relation to the Town Charter.
It is not known when new members would join the Commission.
New Developments/Existing Development Requiring Wastewater Treatment Plants:
As previously discussed, Breezy Acres has decided to develop their own facility. A potential assisted
living facility is in the initial stages of being proposed across the street from Southport.
Falmouth Issues:
It was stated that Falmouth has created a CWMPRC in reaction to the CWMP,to create a committee to
review the work.
Sewer/Funding Issues in Barnstable,Chatham,Orleans& Other Towns:
Barnstable has requested that a Mashpee Representative participate on their Community Advisory
Committee. The request for a citizen representative was recently forwarded to the Board of'Selectmen.
5
