I
Mashpee Board of Sewer Commissioners
Meeting Minutes
March 2, 2010
Mashpee Town Hall, Room 2
Present: Chairman Tom Fudala, Clerk Matt Berrelli
Also Present: SMaST-Brian Howes&Ed Eichner; GHD(formerly Stearns&Wheler)-Bill Hall & Jeff
Gregg; Lombardo Associates-Pio Lombardo& Gary Rubenstein; Tom Cambareri, Cape Cod
Commission
CALL TO ORDER
The meeting was called to order with a quorum by Chairman Tom Fudala at 4:45 p.m.
AGENDA ITEMS
Lombardo Contract Addendum #1 Payment:
Mr. Fudala stated that he was in receipt of an $800 bill from Lombardo Associates to compensate for
their attendance at the last Sewer Commission meeting. Mr. Fudala suggested that, although it has
been helpful for these initial planning meetings, he would prefer that eventually only one consultant
from Lombardo attend the meetings. Pio Lombardo was in agreement, stating that it would be possible
to reduce the number attending in a couple of meetings.
Mr. Berrelli made a motion to pay the bill for$800 for Lombardo Associates. Mr. Fudala
seconded the motion. All voted unanimously.
SMaST Contract Addendum #2:
Mr. Fudala confirmed that the contract addendum had been signed by SMaST but that the Town was
awaiting confirmation of receipt of the $3000 funds from the Cape Cod Commission prior to having
the Town Manager sign the document. Tom Cambareri stated that an amendment had been added to
the $32,000"Memorandum of Understanding" for the additional $3000 funds.
SRF Loan Payments Update:
Mr. Fudala stated that payment to GHD had been processed. It was confirmed that GHD has been in
receipt of payment.
Workshop Session on Development of Next Round of Scenarios:
Mr. Fudala summarized that, based on the results of the MEP modeling, and in consideration of last
month's discussion about discharge areas, it was determined that the Town would be best served by
limiting discharge in the Mashpee and Quashnet watersheds. Mr. Fudala provided Jeff Gregg of GHD
with suggestions to be considered for discharge sites. Among the suggested new sites were New
Seabury Golf Course outside of Zone 2, areas at the Willowbend Golf Course and four sites north of
John's and Moody Pond that consist of tax taking land. Mr. Fudala also suggested the#1 Well Site for
Mashpee Water District is not an option since it was located in Zone 1.
Mr. Gregg shared with the Commission plans for each suggested site. Mr. Gregg stated that he used
subsurface leaching to determine capacities for the sites. It was noted that the golf course sites may
prefer drip irrigation, which would be buried 6-12 inches. Brian Howes questioned whether or not
DEP would allow a credit for removal and Mr. Gregg responded that it would depend whether or not
1
