r. ti
would be of interest to the town. The Chair is still awaiting word from New Seabury regarding their
interest in working with the town. Chairman Fudala will schedule the visit to Willowbend.
New Member Questions
The Chair inquired whether the membership had questions regarding previously distributed Sewer
Commission project materials. Chairman Fudala encouraged review of the materials. Mr. Klenert
suggested focusing on the starting point and the Chair stated that the key would be to identify
discharge sites. Mr. O'Hara questioned the status of the Mashpee River and the Chair confirmed the
importance of improving the Mashpee River and the need to create a pipeline to New Seabury. A
discussion ensued regarding the status of New Seabury and whether a registered letter should be sent to
the corporation requesting a response. The Chair confirmed that he has had discussions with New
Seabury locally. Mr. Gregg recommended that if the Commission were to send a letter to New
Seabury, that letters be sent to all sites simultaneously to avoid alienating a particular site which could
affect the ability to gain the site's support at a later date. Mr. Gregg suggested that a general letter
inquiring about the appropriate point of contact would be preferable and Mr. Klenert agreed. The
Chair felt that contacts at New Seabury are working on the issue and that they are understandably
concerned about the golf course being identified as a wastewater treatment center. The Chair felt that
more information would be available in time for the next meeting.
Comprehensive Plan Public Opinion Survey
Results of the survey were provided to Commissioners in their packets. Chairman Fudala reported that
responses supported a public wastewater system and having it managed by the water district.
Regarding financing, public opinion suggested a preference for a combination of taxes and betterment
fees. The survey was made available at both the September town election and online and 684 results
were received.
Subsurface Archeological Investigations
The Chair reported that the contract authorizing the archeological investigation has been signed by
PAL and the paperwork has been submitted to the state. It was expected that work would begin at the
Transfer Station site during the next month. The site is a good one and could be an option as a
discharge site or as a treatment plant only.
Regina Villa Public Outreach
Mr. Malarkey, Mr. Gregg and Beverly Kane recently met with Kate Barrett of Regina Villa, a public
relations subcontractor provided through GHD's contract with Mashpee. Mr. Malarkey provided
copies of Regina Villa's work in Chatham reflecting its efforts to notify the public about wastewater
management planning. Mr. Malarkey reported that Regina Villa recommends a variety of methods to
inform the public such as posters, workshops, flyers, neighborhood meetings, library displays,
newspaper notices, mailings and distribution materials at grocery stores and banks. Mr. Gregg
recommended that the budget allotted for public outreach be used to best fulfill the needs of the
Commission's efforts with public relations, such as with developing the materials. Ms. Kane added
that the Community Advisory Committee would be a good resource for distributing non-technical
information about Mashpee's wastewater planning efforts. Ms. Kane also stated that the Mashpee
Environmental Coalition is a leading volunteer organization in town and suggested that information
could be added to their website. Ms. Kane suggested that precinct representatives might also serve as
an effective point of contact for distributing information in communities throughout Mashpee. The
2
