f r.
L ti
Chair also reminded the Commission about their joint meeting scheduled with the BOS on Monday,
June 21 at 7 p.m.
Commission members discussed the need to have a plan and anticipated costs prior to developing
informational materials. Chairman Fudala suggested that the public must also be educated about the
need for wastewater planning. The Chair agreed that the budget is limited, at approximately $13,000,
and the funds should be spent wisely. Mr. Gregg further stated that residents typically do not become
engaged until the costs are known but that the public must be informed prior to when public support is
needed. Mr_ Gregg encouraged use of groups such as the CAC for a grass roots effort to educate the
public in advance. Ed Baker reported that Regina Villa has also produced informational videos for
Barnstable County and suggested the possibility of running the videos on the local cable channel. Mr.
Lyons emphasized the need to educate residents about the impact of nitrogen. Mr. O'Hara added that
concerns also include phosphorus and medication appearing in the water. Ms. Kane recommended
reviewing information on the Mashpee Environmental Coalition website at www_mashpeemec.us.
Status of Community Advisory Committee Membership
Chairman Fudala reported that a letter has been sent to the Board of Selectmen recommending the
appointment of precinct candidates interested in becoming involved with the CAC. The Chair also
stated that Ed Baker had been reinstated as a representative for Precinct 2.
Falmouth Issues
The Chair will be addressing the Falmouth Wastewater Committee next week to discuss wastewater
efforts in Mashpee.
On-Site Denite Mapping
Mr. Kaplan assisted in acquiring data for the 250 on-site denite systems in Mashpee and provided the
information to Tom Mayo. The sites, identified with red dots, have been highlighted on a map of
Mashpee. Many of the sites are located on Popponesset Island, Monomoscoy Island and Little Neck
Bay. The map will be useful since residents with denite systems have already invested $30,000-
$40,000 for wastewater treatment. Mr. Kaplan suggested that if the town plans to sewer areas, the
Board of Health may need to reconsider requiring denite systems. At this time, however, denite
systems are currently required since there are no other options available.
Sewer/Funding Issues
Chairman Fudala provided funding information in each Commissioner's packets_ A committee in
Barnstable is working on a funding approach which differs from efforts in Falmouth. Also included in
the packet is a comparative cost study completed by Barnstable County. The document details
alternative types of wastewater systems and compares the costs of various systems. A case study about
taking over a private treatment plant is also included in the packet.
Meeting Minutes
Corrections were recommended for the May 18 minutes regarding GHD's date of hire and excluding
New Seabury from the"Centralized Approach" in Scenario 5.
Mr. Marcelli made a motion to approve the minutes of May 18,2010 with the corrections noted.
Mr.Kaplan seconded the motion. All voted unanimously.
3
