Mr. Lombardo suggested the first step as pursuing site assessments and discussed the Ashumet Pond <br /> phosphorus plume that has benefited from the use of a reactive barrier over the last 5 years. The <br /> barrier has allowed treatment prior to the phosphorus reaching the pond. Mr. Lombardo added that the <br /> system has been recommended for Santuit Pond, and noted that the permeable reactive barrier can treat <br /> both phosphorus and nitrogen. Mr. Lombardo emphasized that the system is economically beneficial <br /> because it involves only the last step of what needs to be done. It is expected that the life of the system <br /> is 40 or more years. <br /> The deadline for the SRF loan application is August 16 so a decision is needed as soon as possible. <br /> Mr. Lombardo added that funds will not be awarded until 2011. A fee of$5000 has been requested by <br /> Mr. Lombardo to initiate the application process, as well as an estimated $2.9 million placeholder <br /> budget for the projects. Mr. Lombardo recommended that the application be used to pursue other <br /> funding sources as well as to approach U.S. congressional representatives. <br /> Mr. Lyons clarified the various recommendations in Mr. Lombardo's proposal. W. Kaplan questioned <br /> and confirmed the total pilot project budget that would be requested through the funding agency. Mr. <br /> Lyons questioned the density of the shore properties and whether the 40 homes would be significant <br /> contributors requiring remediation. Mr. Lombardo responded that, at this point,too much nitrogen can <br /> not be removed and it would be better to include all properties to best evaluate the project. Mr. Kaplan <br /> noted that the cost would represent $21,000 per property and Mr. Lombardo agreed, adding that Pirates <br /> Cove may not be the most cost effective option per property. Mr. Lombardo also estimated that the <br /> annual "o and m" (operation and maintenance)would be$100 per year for each property. Mr. O'Hara <br /> questioned the two approaches and whether an application for the trench system would jeopardize <br /> Green Reserve grant funds since it utilizes electricity. Mr. Lombardo responded that the amount of <br /> electricity utilized would be very low and added that the trench system allows more engineering <br /> control and flexibility. The PRB requires site studies to determine if it would be successful in the <br /> proposed area. Mr. O'Hara expressed his concern about the use of taxpayer dollars and wants <br /> assurances that the job would not have to be done twice. Mr_ Lombardo stated that the intent is that a <br /> sewer system would be unnecessary for Pirates Cove since the proposed system would treat the <br /> nitrogen for the area. Mr. Klenert questioned if Mashpee would lose the grant if it determines that the <br /> proposal for the recommended site is not in the best interest of the entire town. Mr. Lombardo noted <br /> that the award is a reimbursement grant so Mashpee would not be reimbursed until the money is spent. <br /> The Chair stated that Pirates Cove appears to be a natural candidate for the PRB system due to the <br /> peninsula being surrounded by beach, but questioned the residents' willingness to have the private <br /> roadways disrupted and risk affecting the utilities. The Chair also stated that he is unfamiliar with the <br /> trench system. Chairman Fudala expressed concern about the timeline of the application process and <br /> questioned who would assemble the application and recommended that the demonstration project be <br /> included in the long range plan since$5000 is not currently available. Mr. Lombardo responded that <br /> the application would initially be reviewed for content and would require a number of legal documents <br /> that would not be due until spring 2011, stating that the application requirement is to get in line and <br /> gain access to the fundable list. Mr. Lombardo would complete the paperwork for the application to <br /> submit to Mashpee for a signature and noted that the paperwork could then be used to pursue <br /> additional funding opportunities. W. Kaplan confirmed that Mashpee would not have to make $2.9 <br /> million available immediately and W. Lombardo responded that the first increment would be <br /> $100,000 for the site studies, for which the Town would be reimbursed. Expenditure money would be <br /> needed by July 2011 in the amount of$300,000-$400,000 for the first year and the remainder of the <br /> $2.9 balance would be needed for the second year. Mr. Lombardo stated that reimbursement typically <br /> occurs within 60 days of submitting the payment reimbursement. Mr. Baker compared the <br /> 4 <br />
