reimbursable grants to use of state gasoline tax funds for the repair of roads using Chapter 90 funds <br /> and described the process. The Chair expressed discomfort applying for a grant without support from <br /> the Board of Selectmen or the Town Manager. <br /> Mr. Lombardo addressed the issue of technical options, noting that site data would be needed to <br /> identify the best option. Chairman Fudala questioned how to apply for the grant if the plan is not yet <br /> finalized. Rather than request the full $2.9 million, Mr. Lombardo responded that site studies could be <br /> the first step and the grant application would be associated with site studies and design development <br /> activities. The system could then be designed in the second 12 months. Commissioners questioned <br /> whether the information was available for their review but Mr. Lombardo stated that he is seeking a <br /> commitment from the Town before moving onto the next step. Mr. Lombardo advised that time is of <br /> the essence and he believes that the climate is good for awarding prospective grants. Mr. Klenert <br /> stated that a warrant would be needed to move forward with the support of the Town. <br /> The Chair questioned Pirates Cove residents' opinion to use the beach or roads for installation of the <br /> system. Mr. Baker expressed frustration about the response to long standing issues in the Mashpee <br /> River over the last 30 years.and asked that the Sewer Commission pursue the grant and move forward. <br /> Mr. Baker also stated that the design layout of the roads and the property lines total 40 feet with a 20 <br /> foot wide road, and that there would be sufficient space on both sides of the road. Mary Wheatly, a <br /> long time Captains Road resident whose daughter works in wastewater management nationally, agrees <br /> that the proposal would be a good opportunity for the area and an educational opportunity for Mashpee <br /> and recommends that the Sewer Commission apply for the grant. Chairman Fudala expressed <br /> Mashpee's commitment to clean up the Mashpee River and described efforts made by the Town which <br /> includes $8 million to purchase land in the area. The Chair stated that the Town is being asked to <br /> commit $3 million to an untested,unproven technology demonstration project with very little time and <br /> notice. Chairman Fudala confirmed that interest has been expressed to consider the concept as part of <br /> an overall facilities plan and that more specific information is needed before applying for the grant. <br /> Mr. Lombardo stated that not enough information is presently available to determine whether the <br /> beach or the road is the best option. Mr. Lombardo agreed that money would not be awarded without <br /> specificity and stated that the phase grant would ask for a placeholder for $2.9 million and the initial <br /> site studies grant would be for approximately $100,000. Steven Pinsky of Captains Road expressed <br /> concern about tearing up the roads to install the barrier with the risk that roads again be disrupted in <br /> the future to install a sewer system for a centralized system and also questioned DEP's opinion about <br /> the proposal. The Chair stated that DEP is willing to consider use of alternative technology. The <br /> Chair also stated that information about the effectiveness of the technology is limited and other <br /> consultants have expressed concern about its effectiveness. Mr. Lombardo stated that he and his <br /> colleagues have the experience that indicates the technology is effective. <br /> Mr. O'Hara stated that limited time is the greatest issue, money is not currently available and the <br /> Sewer Commission is unable to make the decision tonight, further stating that a decision must be <br /> presented to the Board of Selectmen or by warrant. The Chair added that, as a Charter, all contracts <br /> are signed by the Town Manager. Chairman Fudala suggested that a proposal be drafted which could <br /> then be discussed at the site visit on August 5_ Mr. Lombardo has provided numbers that he believes <br /> are sufficient to proceed to the next step and will need a commitment from the Town for additional <br /> work. Mr. Klenert expressed his support to apply for the grant to move forward with the Town's <br /> efforts to improve Mashpee waters and recommended that the Commission vote to pursue the <br /> application. Mr. Klenert questioned making a motion that pending a warrant or town funds in the <br /> amount of$5000 be borrowed to pay for the first step in Mr. Lombardo's proposal. The Chair stated <br /> that the October Town Meeting Warrant is closed and that the May Town Meeting Warrant would be <br /> the next available opportunity to request funds. Mr. Malarkey questioned the possibility of extensions <br /> 5 <br />
