being made to the cut off date for grants and Mr. Lombardo responded that it can happen occasionally. <br /> Mr. Lombardo suggested taking the deadline date off the table to discuss whether the Commission <br /> wishes to pursue his proposal. Mr. Lyons, addressing the audience, stated that fixing Pirate's Cove <br /> will not repair the nitrogen in Mashpee River and Mr. Lombardo's proposal represents technology that <br /> is under consideration by the Commission as one avenue to address the issues in town_ Pirate's Cove <br /> represents 2%of the Town and focus on one area risks alienating other residents, but the area has been <br /> identified as a demonstration area to determine if the technology could be utilized in other parts of <br /> town. Mr. Lyons emphasized that the Commission's goal is'to clean up 1001/6 of the Town. <br /> Mr. Kaplan agreed with Mr. Lombardo but emphasized that the Commission would be required to <br /> discuss the matter with the Board of Selectmen and the Town Manager. Mr. Lombardo asked that the <br /> Commission approach them for more feedback. Terri MacDonald questioned the status of failed septic <br /> systems after the installation of the barrier and it was confirmed that septic systems would need to be <br /> replaced. Mr. Lombardo stated that some properties have cess pools, and funds have been included <br /> within the $2.9 million budget that would pay for a Title V compliant system. Chairman Fudala <br /> questioned the legality of Mashpee replacing a septic system with public funds. Mr. O'Hara also <br /> questioned the practice. Mr. Lombardo confirmed that, in his opinion, it would be legal in <br /> Massachusetts particularly when dealing with a publicly owned system. <br /> Mr. Klenert questioned how to proceed and suggested that the Commission make a decision to notify <br /> the Town Manager about the proposal. Chairman Fudala requested a clear plan that could be <br /> submitted for consideration. Mr.Lombardo referenced his proposal, which was not initially received <br /> by all Commissioners, and he distributed the July 19 copy. Mr. Malarkey expressed his interest in <br /> moving forward, but stated that the Mashpee Charter requires that the Commission consult with the <br /> BOS. Commissioners were in agreement to make a motion to move the proposal forward to the Board <br /> of Selectmen. Discussion ensued regarding the content of the motion. Mr. O'Hara stated that while <br /> asking the Board of Selectmen and Town Manager for their support to consider alternative treatment, <br /> they should also be asked to pursue and fund the grant application preparation. Mr. Lyons made <br /> recommendations to Mr. Lombardo about his proposal that will need to be forwarded to the BOS. Mr. <br /> Lombardo suggested that the motion include wording about the SRF Grant and other potential sources. <br /> It was also advised that the fee of$5000 be included in the motion as the cost for grant application <br /> prep work. <br /> Elaine Coranaro of Buckingham Way expressed concern about the grant money and whether <br /> homeowners will be charged with a betterment fee. Chairman Fudala responded that a betterment <br /> would not be charged unless a sewer line is run to the area. Commissioners stated that the PRB <br /> proposal has been presented as being funded by grant money so that it would not be expected that <br /> homeowners would be charged, but that homeowners are responsible for Title V compliance. Rob <br /> Adler from EPA in Boston stated that he has worked with Mr. Lombardo's technology in the past. Mr. <br /> Adler has managed a project in Rhode Island which shares similar geology to Massachusetts, and <br /> stated that he reviewed a number of technologies to address issues in Rhode Island. He stated that <br /> Nitrex has had a successful trial on the beach. Mr. Adler also confirmed that SRF grants have been <br /> used for community wastewater systems and recommended that the Commission discuss the grant <br /> process with the BOS and Town Manager, as well as with DEP to learn more about the process_ It was <br /> suggested that Jack Hamm be contacted for the SRF loan. Chairman Fudala questioned if there is <br /> another program that would avoid having to use town funds and Mr. Lombardo responded that the <br /> Green Reserve component of the SRF offers loan forgiveness.
