Commissioners discussed the importance of the'funds being approved at the meeting as an indication <br /> of the Town's support of the project and as the first step to cleaning up the water in Mashpee. Mark <br /> Davini recommended that the BOS be advised that, as an expert panel charged with investigating the <br /> best options for a Mashpee sewer system, the Sewer Commission supports the proposal. It was <br /> recommended that the presentation be brief and to the point. The Chair added that the recent public <br /> opinion survey indicated that among the general public, 58% support a public sewer and 12% oppose <br /> it. Additionally, of the people who attend town meeting, 790/a are in favor of sewer systems. The <br /> Chair reported that he legally posted the joint meeting in case a decision among Sewer Commissioners <br /> is needed at the BOS meeting. <br /> Joint Public Education Effort <br /> Mr. Malarkey plans to meet with both the Mashpee Environmental Committee and the Cape Cod <br /> Commission to develop a joint effort in public education, particularly as people are interested in the <br /> environment but are concerned about costs. Mr. Klenert provided Mr. Malarkey with his written <br /> thoughts about the issue. The Chair forwarded an email to Mr.Malarkey about public education for <br /> recycling. <br /> Patty Daily, Director of Technical Services at the Cape Cod Commission, reported the kick off of a <br /> series of watershed wide public education meetings. Direct mailings to watershed areas will announce <br /> local meetings that will discuss the watershed, basic information, demographics and nitrogen <br /> management in the watershed area. The Chair recommended Ms_ Daily be in contact with Mr. <br /> Malarkey. The Chair also recommended use of Mashpee's Public Opinion Survey as a resource, <br /> which could be delineated by watersheds. Ms. Daily stated that the Three Bays meeting would be held <br /> on the Thursday after Labor Day and expected Popponessett Bay to occur on Thursday, September 25. <br /> Mr. Baker recommended that the lecture series be recorded for viewing on local cable or online. The <br /> Chair recommended use of the Selectmen's Meeting Room at Mashpee Town Hall. <br /> In response to Mr. Baker's question about regionality,Ms. Daily responded that in dense areas, shared <br /> watershed areas could provide opportunities to avoid overbuilding and reduce costs for the taxpayers. <br /> The Chair reported that the Mashpee Sewer Commission's scope of work considers the entire <br /> Popponessett Bay watershed. Ms. Daily expressed her support for pilot projects and noted that the <br /> Cape Cod Commission had been watching activities in Mashpee. Mr. Lombardo questioned other <br /> funding opportunities for Mashpee, such as DRI funds, and Ms. Daily suggested that she be contacted <br /> if the BOS does not support funding the $5,000 to determine whether or not the request would qualify <br /> for DRI funds. Chairman Fudala stated that the intent of the funds were to fix nitrogen problems. <br /> CORRESPONDENCE <br /> Mr. Lombardo referenced an email regarding Seconsett Island and the Chair noted that it would be <br /> considered in the long range plan. Seconsett Island had been included in the scenarios as serviced by <br /> Falmouth but may not be addressed for many years and residents would be making payments to <br /> Falmouth. The Chair referenced a 1990 Lombardo study that examined the possibility of an on island <br /> system versus an off island treatment plant. <br /> 3 <br />
