The homeowner's yearly cost to <br /> operate the pump has been averaged at $1.80 per month, depending upon the rate and water usage. <br /> The system has been designed with a tank to handle occasional power outages and to hold the average <br /> amount of waste that might occur during an outage. The system is vented similar to typical plumbing <br /> with a vent on a hood. The system is able to breathe through snow. <br /> Mr. Albro confirmed that E/One has a number of third party approvals such as UL, NSF, CSA, <br /> IAPMO and the Massachusetts State Board of Plumbing Examiners. Extensive study has been <br /> completed regarding items that may end up in the system and it has been determined that the pump is <br /> not impacted. A standard 2 year warranty is available but can be extended up to 5 years. Service of <br /> the system occurs on site. The Chair questioned seasonality issues. Mr. Albro recommended that <br /> E/One be actively involved with the design process in order to consider seasonal applications. In <br /> extreme cases of system dormancy, the system can be flushed with clean water. Mr. Lyons questioned <br /> the street check valve's ability to ensure velocity and Mr. Albro responded that the valve is a one way <br /> flapper style with minimal head loss. The system has been designed so that the furthest or lowest <br /> house on the project can pump into the system whether the other pumps are operating or not. Mr. <br /> Kaplan stated his familiarity with the Cotuit Bay system and noted that it has been maintenance free <br /> for 6 years. Mr. Albro stated that in addition to assisting with design work, F.R Mahoney also <br /> provides training for installers and provides startup inspection for each pump as part of the permit <br /> process to provide checks and balances for the installation of the system. Chairman Fudala questioned <br /> the ownership of the pump to which Mr. Albro responded that many options are available but cited <br /> examples of town easements and betterments and residents who purchase the pumps. Mr. Lyons <br /> questioned the relative cost per installed unit for an individual home in a system of approximately <br /> 2,000-3,000 units and Mr. Albro estimated a range of$5,500410,000 per home for capital costs. Mr. <br /> Albro further stated that the tank and pipe are very sound, the grinder pump has a 15-20 year <br /> replacement and maintenance would be required in a 1.0-15 year range. Mr. Malarkey questioned the <br /> use of ABS pipe and Mr. Albro responded that it is HDPE and uniform in size and can be thermally <br /> welded to create a watertight assembly. All pumps are pump tested and every tank is pressure tested <br /> prior to arriving on the job site. The ABS pipe does not allow sticking such as grease on the sidewall. <br /> Discharge pipes are either ABS or PVC. Mr_ O'Hara questioned the circumstances of a 60 home <br /> development and whether the pump would move the flow the entire distance to the treatment plant and <br /> Mr. Albro responded that as long as it is within the 185 feet of head capability in the pump lift stations <br /> would be unnecessary. <br /> Review of August 9 Board of Selectmen Meeting and Status of Proposed SRF Application <br /> Mr. Lombardo reported that the Board of Selectmen unanimously voted to authorize $5000 in order to <br /> pursue the SRF grant application. Mr. Lombardo has spoken with the Town Manager and he has <br /> learned from DEP that the deadline has been extended to August 31. The draft application is being <br /> prepared by Mr. Lombardo and will be available for review by the Sewer Commission and the BOS 7- <br /> 10 days prior to the deadline. Chairman Fudala questioned who would serve as the applicant and Mr. <br /> Lombardo stated that the Board of Selectmen would be the applicant, at their request. The Chair <br /> responded that the Sewer Commission was the original applicant for SRF and Chairman Fudala has <br /> been the designated signatory. A discussion ensued regarding the responsible party who should be <br /> identified as the applicant. Mr. Lombardo confirmed that the BOS would be the applicant and the <br /> contract for$5000 would be with the BOS. Mr. Klenert stated that if the application is approved, it <br /> would then be presented to Town Meeting for a vote to authorize the Sewer Commission to execute the <br /> grant. Mr. Lombardo stated that the application's goal is to get the project on the intended use plan <br /> which would then result in the financial application which would require Town Meeting support. Mr. <br /> Marcelli suggested that the BOS intended to review the application. Mr. Lombardo will discuss the <br /> 6 <br />
