issue further with the Town Manager. Chairman Fudala suggested, due to the Open Meeting Law, that
another meeting may be needed to discuss feedback for the application, such as environmental reports
and other comments. A meeting has been planned for Tuesday, August 24 at 7 p.m. A Commissioner
will attend the meeting with Mr. Lombardo and Ms. Mason.
It was noted that Steve McKurney is the DEP contact who sets policy for the SRF program. Mr.
Lombardo stated that the project should qualify for the funding for the loan but that loan forgiveness is
being pigeonholed for renewable energy sources, which is a state discretionary policy and requires
political support. Mr. Lombardo has spoken with Representative Patrick for support for the green
reserve funds. Mr. Lombardo added that other funding sources may be available in the watershed
programs and Congressional, which would not be established until February or March.
Mr. Malarkey suggested that Selectman Cahalane, as the Sewer Commission Liaison, be invited to the
meeting planned on August 24.
Regina Villa Associates Public Outreach
Mr. Malarkey read a letter from Ed Baker expressing concern about the Mashpee Environmental
Coalition Board's limited knowledge about sewer planning. Mr. Malarkey recommended that the
MEC be invited to attend the meeting on August 24 in order to share their thoughts. Chairman Fudala
stated that MEC has representation on the Community Advisory Committee and are invited to attend
each of the meetings. The Chair noted that time has been spent educating the new Commission before
planning work can begin. Mr. Baker stated N EC's interest in assisting with educating the public about
sewer planning in Mashpee and suggested the possibility of setting up an information center in a
library conference room. Mr. Malarkey announced that a meeting has been scheduled for September 9
at 3 p.m. with Jeff Gregg and Regina Villa Associates to generate ideas to inform the public. Mr.
Klenert noted the Cape Cod Commission's upcoming informational campaign. Mr. O'Hara stated that
Mr. Malarkey is the contact for public outreach and that he should be given the opportunity to meet
with the appropriate people to gather information and generate ideas. Mr. Gregg added that the
meeting will work toward establishing a mode of distributing information but that the information will
be developed and vetted through the Commission. Beverly Kane voiced her support of Mr. Baker's
suggestion to assist with educating the public in the library using a variety of available materials.
Chairman Fudala responded that presentation materials need to be prepared before setting up a room
with information. Mr. Klenert and Mr. Lyons agreed that public education and support are needed to
be successful in the planning process. Mr. Lyons further stated that the public needs to be educated
about the problems of nitrogen and that probable solutions would be presented at a later date. Ms.
Kane reminded the Commission that people do not respond to technical information but they respond
to what they care about such as swimming and shellfishing and suggested that the Commission start
with the basics. Chairman Fudala suggested that the meeting focus on Phase I of public outreach
regarding education about the problem. It was noted that Mr. Baker provides information about the
Sewer Commission in the MEC newsletter and the Chair recommended that meeting dates also be
included to encourage MEC member to attend Commission meetings.
New Seabury Site Visit
The New Seabury site visit will be held on August 28 at 4:45 p.m.
Stratford Ponds Sewer Plant Site Visit
The plant is 13 years old and it has been determined that major renovation or full replacement may be
necessary.
