Mr. Howes <br /> responded that the load will be offset to lower what is being put in now, but analyses of the pond would <br /> be needed if effluent would be untreated. The consultants discussed phosphorus and Mr. Gregg noted that <br /> phosphorus removal or monitoring could be addressed at a facility depending upon state regulations. <br /> Phosphorus removal can be an added expense_ <br /> Public Outreach Issues <br /> Mr. Malarkey attended a meeting with Regina Villa on October 6 regarding the website. Contact <br /> information is needed in order to respond to questions generated by the website. Mr. Gregg also noted the <br /> importance of developing a"Frequently Asked Questions" page_ Mr. Malarkey suggested the importance <br /> of being ready to respond to questions once the website is established. Commissioners expressed concern <br /> about not having answers to questions regarding the costs and the timeline. Mr. Lyons suggested <br /> developing standard responses to particular questions and the Chair suggested that the website may be <br /> premature and questioned who would be available to respond to individual questions. Mr. Gregg stated <br /> that he would speak with Regina Villa staff regarding the idea of a search engine that would be used for <br /> FAQ in order to diffuse many of the inquiries. Mr. Gregg suggested that questions may need to be <br /> addressed and answered during Commission meetings. The Chair indicated that town email addresses <br /> have become less available. Mr. Marcelli volunteered to reply to emails with an automated response <br /> noting that the question will be discussed at the next meeting and then following up with an answer on <br /> behalf of the Sewer Commission. <br /> Mr. Lyons made a motion to create a website and Sewer Commission email address and provide a <br /> response to written emails. <br /> Mr. Gregg suggested that the website may have email addresses available and that, with Town <br /> permission, could be directed to Mr. Marcelli's email address. Chairman Fudala expressed caution about <br /> the availability of answers to some of the questions_ Mr. Malarkey questioned whether the Sewer <br /> Commission would like to submit text for the Mashpee Environmental Coalition's online quarterly <br /> newsletter. The MEC's newsletter is forwarded to its membership. Mr. Gregg suggested taking <br /> advantage of existing newsletters to educate the public about Sewer Commission efforts. Mr. Malarkey <br /> noted that MEC membership includes representatives of other organizations, who will then share the <br /> information with the organization they represent. Mr. Lyons suggested drafting a paragraph to include <br /> basic numbers and information and that progress is being made. Mr. Gregg suggested inviting MEC <br /> members to attend Sewer Commission meetings to learn more about the process. The Chair confirmed <br /> interest in contributing to the MEC newsletter and recommended that Mr. Malarkey and Mr. Lyons draft a <br /> paragraph, consulting with the Chair and Mr. Gregg with any questions. The Chair will forward a <br /> previously written document that summarizes the sewer planning process in Mashpee. <br /> Budget Subcommittee and Report and Recommendations <br /> Initially the subcommittee planned to request increased funds beyond $113 but it was determined at the <br /> first meeting that funds beyond the existing budget would be unavailable for the coming year. Instead, <br /> the Sewer Commission will be seeking an Article for the May Town meeting to fund a contract position <br /> to complete the work necessary, such as grant application and administration. A job description needs to <br /> be developed. Town Counsel confirmed that hours or activities cannot be specified in a contract position <br /> but that certain tasks can be assigned and facilities can be made available to the individual. Once the <br /> scope is defined, the Chair suggested that, as part of the process, meetings will be necessary with the <br /> Town Manager and Board of Selectmen to see if there will be support for the Article. Mr. Lyons <br /> suggested that, in place of consultant, part time private contractor be used. <br /> 8 <br />
