beneficial for Mashpee to develop a memorandum of understanding to manage wastewater in the area. <br /> Regarding plant location, Chairman Fudala questioned the value of utilizing Southport and Mr. Gregg <br /> suggested that the plant is bound on all sides by development and that the topography may not be suitable <br /> for expansion. The Chair noted that the high school plant has space adjacent to it to allow for the <br /> construction of a new plant where it is level and effluent could be sent elsewhere. Mr. Gregg questioned <br /> whether the nearby town land(Site 13)would be appropriate for recharge and the Chair responded that it <br /> is located in Zone 2 and the Quashnet River watershed. The Chair questioned sending discharge from a <br /> new treatment site at the high school to the location north of Johns Pond to take advantage of attenuation. <br /> Mr. Marcelli questioned Site 13 and the Chair responded that part of it is an environmentally sensitive <br /> habitat with wetlands. Mr. Gregg expressed concern about discharging near the Quashnet and Charles <br /> River, The Chair emphasized the possibility of utilizing the tax taking lands north of Johns Pond for the <br /> effluent from the high school plant and Mr. Gregg recommended protection of Johns Pond. Mr. Gregg <br /> added that the high school offers limited space and other challenges as a school, recommending use of <br /> other town owned land. The Chair responded that the Town has control over the school and plant. <br /> Chairman Fudala noted that some major potential discharge sites were eliminated due to its proximity to <br /> the Quashnet River which is why new sites were identified for discharge areas. Mr. Gregg suggested <br /> building the facility near the discharge site. Chairman Fudala noted that the red cross-hatched areas are <br /> base safety easements that would not allow for construction of a facility. Mr. Howes suggested that the <br /> area offers some potential and may be worth re-visiting. The group discussed sites including one that has <br /> been cleaned up by the military with easy access, one that is landlocked and one with topography issues. <br /> Mr. Gregg suggested that options would be available with the sites but that balance would need to be <br /> considered with a new scenario using the high school with effluent being sent to one of the discussed <br /> sites. Mr. Gregg recommended improvements to Southport and utilization of the high school or build a <br /> facility and discharge north of the ponds and also suggested the possibility of utilizing a smaller facility. <br /> The Chair expressed interest in modeling the scenario. <br /> Regarding Route 130 toward Sandwich, the Chair questioned whether the area would require severing to <br /> address Mashpee River concerns and how it would be executed. Mr. Gregg noted that locations in <br /> Sandwich were sewered in the scenario in order to meet the targets. Mr. Howes suggested the need to <br /> consider buildout and the Chair responded that the map represents buildout. Mr. Gregg stated that the <br /> scenarios were run on a future flow but also noted that if it is more sparsely populated it could become a <br /> lower priority. The Chair questioned where sewering would be located if the area required it. <br /> Commissioners suggested running sewer lines down Route 130. Mr. Gregg questioned the status of the <br /> Ashumet Road property and the ball park and the Chair responded that the park is developed to Ashumet <br /> Road and a new dog park will be installed across the road. A piece of the property will continue to be <br /> available. The Chair also noted that a tax taking parcel is available at a yellow spot indicated on the map <br /> on Route 130. Mr. Gregg asked about the property south of Ashumet and the Clair responded that it has <br /> an easement that prevents buildings above 15 feet high and is not owned by the Town. Chairman Fudala <br /> pointed out the proposed 40B developments in Sandwich that will have their own treatment plants. The <br /> Chair summarized a concept for the area, should it be needed, as running the sewer lines along the <br /> roadway and constructing a facility near the newly proposed dog park- <br /> The Chair questioned other areas, such as east of Santuit Pond, in order to improve the pond which <br /> achieves 50% attenuation. Mr. Howes suggested that more review of the data may be needed prior to <br /> making a decision to sewer the east side of the pond in an effort to assist with the phosphorus problem. <br /> The Chair stated that it has been determined that the west side of the pond be sewered. <br /> The Chair asked for final thoughts and Mr. Howes recommended that offsets be considered with <br /> balancing of loads in areas such as Johns Pond and analyses of the Santuit Pond results. Mr. Lombardo <br /> stated that summarizing and roughing out the plans would be helpful and suggested that the modeling <br /> 7 <br />
