expense is excavation and Mr. Gregg responded that he is attempting to balance the costs by having the <br /> contractor clear the area and set the rings, insert the wells and pump the water to the sight either from a <br /> hydrant or storage tank. The Chair noted that the contract item is approximately $40,000 and is committed <br /> to a minority or women owned business(M BEf WBE)_ Mr. O'Hara suggested contacting local businesses. <br /> Mr. Gregg suggested that the greatest cost is usually in drilling and that he will be contacting the DPW and <br /> the contractors regarding the water source. Mr. Gregg anticipates the work being initiated prior to the start <br /> of the next year. Chairman Fudala reported that a consent to assignment of the contract to GHD from Bill <br /> Hall has been forwarded to Town Counsel for review and clarified that the Town Manager is now required to <br /> sign contracts. <br /> Falmouth Issues <br /> Nate Weeks, GHD, addressed the Commission regarding an update of the Falmouth Wastewater Plan. <br /> Chairman Fudala noted that packet materials include a summary of Falmouth's Comprehensive Wastewater <br /> Management Plan, a PowerPoint presentation of the CWMP and map of Falmouth CWMP. Mr. Weeks <br /> stated that he had been initially involved with Mashpee's wastewater planning starting in 2000 but eventually <br /> become more involved in the wastewater projects in Falmouth and Barnstable. Mr. Weeks stated that Jerry <br /> Potamis was unable to attend tonight's meeting because Falmouth was having the second part of their town <br /> meeting, presenting the findings of the Committee. <br /> Mr. Weeks noted that the PowerPoint presentation is a summary of eight months of work reconsidering the <br /> Falmouth plan. The original plan called for a centralized collection at the Mass Military Reservation, <br /> treating it to a high level in order to recharge it in Zone 2 and use of well injection technology to minimize <br /> use of the land. Due to the expense of well injection and treatment and Falmouth running two treatment <br /> plants(existing plant in West Falmouth plus MMR plant)concern was expressed regarding the costs of the <br /> plan. Falmouth initially considered a plant at the MMR because it could become a regional facility and the <br /> possibility that it would attract federal funds. As a result,the Board of Selectmen formed a Comprehensive <br /> Wastewater Management Review Committee whose findings are included in the summary and whose <br /> recommendations have been provided to the Board of Selectmen. The Committee determined that it would <br /> not be appropriate to use the MMR or injection well technology. The Committee has determined that <br /> Falmouth should expand its existing wastewater treatment facility and recharge treated water through sand <br /> infiltration beds which provides a lower cost option with two sites located near the existing facility. As <br /> flows increase, additional land is available to accommodate the flow. Mr. Weeks reported that the Phase 1 <br /> and 2 Areas, located south of Rt..28, had been identified for sewer expansion over the next 20 years but have <br /> since been reduced and no longer included the Waquoit watershed area, now part of Phase 3 to be considered <br /> after the first 20 years. A.dual track is being considered because residents also expressed interest in <br /> demonstration projects such as use of the permeable reactive barrier technology and use of shellfish for <br /> nitrogen removal. Interest has also been expressed to open the pond inlets for Little and Bourne's Pond to <br /> increase tidal flushing and lower the critical nitrogen loading limit. The Board of Selectmen will be <br /> considering the recommendations and plan to act upon them in December or January. Mr. Weeks stated that <br /> Mashpee does have an opportunity to offer input on the recommendations. <br /> Mr. Marcelli questioned why Waquoit has been moved back 20 years. Mr. Weeks responded that the area <br /> offers the least density of the Phase I and 2 areas which would create a higher cost to extend the sewers. <br /> Additionally, the nitrogen TMDL has not yet been developed for the area_ The Chair stated that a TMDL has <br /> been developed for the eastern portion of Waquoit Bay and expressed concern about Mashpee's ability to <br /> meet the established TMDL without the assistance of Falmouth, adding that most of the flow is coming from <br /> Falmouth. Mr. Weeks recommended that the Mashpee Sewer Commission input be forwarded to Jerry <br /> Potamis, Project Manager for'Falmouth's CWMP Project. <br /> Chairman Fudala questioned the alternative technologies being considered for Waquoit. Mr. Weeks <br /> responded that the recommendations were general in order to allow the Town to use the appropriate <br /> 3 <br />
