Mr. Gregg will be <br /> discussing Ms. Kane's comments with Regina Villa prior to meeting again with Mr. Malarkey and Ms. Kane. <br /> It was recommended that text be made available during the week prior to the meeting and that <br /> Commissioners forward their comments directly to Mr. Gregg to be discussed at the meeting. <br /> W. Gregg described an overview of the website that will include a welcome page with a brief description of <br /> the project, a needs page describing the issues and reasons for the project, summaries of past documents, <br /> contact information and a document and resources page, including common links. A frequently asked <br /> questions pages will be added a later time_ A page of glossary terms has also been suggested. Mr. Klenert <br /> questioned whether the text would be written for the lay person to which Mr. Gregg responded that it would, <br /> but that more details would be available for those interested. The goal of the website is to reflect the <br /> Nitrogen Plan and help voters to understand the project in order to make an informed decision. Mr. Gregg <br /> stated that the website will not be stagnant and that it will allow updates as needed. Mr. Malarkey <br /> questioned whether Commissioners would prefer to wait until January 1 for the website to go live. Chairman <br /> Fudala responded that the Commission should wait until the meeting on December 14 to decide. <br /> The Chair questioned the point of contact and the way in which questions will be addressed. Mr. Marcelli <br /> had volunteered to gather questions that will be considered by the Commission at a subsequent meeting. <br /> Chairman Fudala noted that some standard questions could be addressed directly without Commission <br /> involvement. Selectman Cahalane responded that calls could be directed to the main phone number at the <br /> Town Manager's office where a message will be taken and forwarded to the Sewer Commission. Selectman <br /> Cahalane added that a new telephone system will be installed in December that will allow a Sewer <br /> Commissioner to call in and collect any messages. Mr. Lyons questioned the availability of a phone message <br /> recording associated with the website. Selectman Cahalane recommended a conversation with the IT <br /> department regarding emailed questions. The Chair recommended further discussion at the next meeting to <br /> address responding to questions. The Chair also asked if the website could allow viewers to offer comments <br /> and Mr. Gregg recommended that viewers could email their comments_ <br /> -GHD Site Testing Status,Transfer Station Site <br /> Mr. Gregg reported that he met with the DPW Director at the site and is seeking a contractor. The Chair <br /> questioned contracting with Green Seal and Mr. Gregg responded that, although he has not ruled it out, he <br /> hopes to avoid contracting with multiple sub-contractors in an effort to conserve funds. Mr. Gregg recently <br /> spoke with a driller for more information about contractors with whom he works. A site contractor will clear <br /> a path to provide access for loading tests and also provide access to drill rigs to set the wells. In the spring, <br /> the contractor will dig 10 foot diameter rings to begin loading tests. Mr. Gregg explained that, similar to a <br /> percolation test for a home septic system, the contractor will drill a hole in the ground to conduct soil <br /> samples and assess the conditions. In cases of treatment water discharge, open sand beds allow the treated <br /> water to percolate back into the ground, and have been used successfully at Mashpee Commons. The system <br /> provides easy access and is clean, requiring a pipe to deliver the water, unlike a septic system that requires a <br /> leaching field below ground and allows a lower loading rate. The hydraulic loading test will simulate the <br /> effectiveness of an open sand bed on a smaller scale. A"falling head"test will calculate how fast the water <br /> enters the ground and the"static test"will involve saturating the ground to determine how quickly the <br /> ground will accept the water. In order to conduct the tests, access must be created to get to the site. Mr. <br /> Gregg suggested that two rings may be needed for the site. The Chair questioned whether all drilling money <br /> would be used for this site or would money be reserved for other sites. Mr_ Gregg responded that the scope <br /> involves the one site. Mr. Klenert questioned how long the process would take and Mr. Gregg responded <br /> that the testing would occur over a couple of days. Mr. Gregg hopes to establish the site and set some of the <br /> monitoring wells in the fall to monitor the ground water conditions and assess the soil conditions and then <br /> conduct testing during the spring which is a more accurate time to test.
