The Chair distributed revised maps integrating the orange lines of proposed wastewater planning areas <br /> discussed at previous meetings. <br /> The area incorporating west of Santuit Pond, South Sandwich Road, Noisy Hole Road, Ashers Heights <br /> Subdivision, Summerwood Condominiums, Clipper Ship Village,Mashpee Neck are included in a sewer <br /> service area headed toward the transfer station site. On the map it is denoted as a large violet circle. The <br /> plan being considered for the area would include a municipal plant at the Transfer Station site on a <br /> subdischarge with discharge also being sent to the Willowbend golf course. The area also consists of the <br /> Cotuit Meadows project with its own service area including the nursing home and Shellback Place. The <br /> Chair noted that the remaining peninsula of Barnstable could potentially be connected to the Cotuit Meadows <br /> service area. Stratford Ponds, located directly north, may rebuild their plant with the possibility of tying in <br /> portions of the neighborhoods of Meadowhead Drive and lower Route 130 or those locations could be <br /> directed to the Transfer Station site. Additionally, the Tribe is building a 50 unit 40B development and the <br /> zero net nitrogen provision will require them to tie in adjacent properties, such as Meetinghouse Road and <br /> buildings in the Town Hail area, to their 50,000 gpd plant. The 24 unit Main Street Village will remain on <br /> their own Nitrex system and Kenmark will remain on their on-site denite system. The Chair noted that all <br /> red properties on the map represent on-site denite systems. The Chair recommended that for now,those <br /> properties would not be connected to a sewer system. Willowbend is currently sewered and includes Cotuit <br /> Bay Condos. The map indicates areas such as Chestnut Street, Cedar Street, south side of Quinaquissett and <br /> a subdivision near Pheasant Run Condos and Sampson Mills Road area surrounded by their sewer system. If <br /> Willowbend has the capacity and the plant can be expanded, those areas could be added to Willowbend's <br /> system or sent to the Transfer Station site. Located in the middle of town,the Mashpee Commons treatment <br /> plant, whose collections stem will extend to the yellow area on the ma includes the police/fire stations and <br /> P � Y Y P� P <br /> senior center, future Mashpee Commons development and the two schools. SouthCape Village also has its <br /> own treatment plant. A proposed plan would involve acquiring the Mashpee Commons treatment plant and <br /> expanding its service area to include Great Neck Road north to the area of Zachary's. <br /> In the western part of town,there is a plant at the high school that would require expansion or construction of <br /> a separate plant and Site 13 if expansion does not occur at the high school. The area south of Johns Pond, <br /> east of the pond and Charles River east and west,Winslow Pond and the trailer park would be sewered and <br /> connected to the high school plant or adjacent site. Effluent would be sent to a discharge area north of Johns <br /> Pond. If additional sewering is needed to meet targets,the Briarwood area could also be sewered in a later <br /> phase. The north side of Ashumet Pond is another area that could be sewered in a later phase if needed. The <br /> Chair added that brown areas represent higher saturation as a result of testing from GHD. <br /> In the southern end of town, Summersea and Bright Coves would be sewered but the Popponessett area does <br /> not require sewering at this point. Areas around Great Neck Road south, Grass Road, the Seabrooks and the <br /> islands and the South Cape Resort may be considered for a new municipal plant or use of the Keeter property <br /> if needed. If the New Seabury plant can be expanded, portions of New Seabury, Little Neck Bay area, South <br /> Cape and Quail Hollow subdivisions could be tied into the New Seabury plant or a municipal plant on the <br /> Keeter property. <br /> This proposed plan entails 3 municipal plants and use of 3 existing private plants. The Chair recommended <br /> forwarding the plan to GHD and Lombardo Associates for comments. Commissioners were invited to take <br /> the maps home with them to further consider the plan for discussion at the next meeting. The Chair added <br /> that the 3 collection vendors who previously attended a Sewer Commission meeting had offered free design <br /> services and Chairman Fudala suggested that they be invited to develop designs representing the plan. The <br /> Chair summarized that the plan represents a combination of the scenarios, building municipal plants and <br /> maintaining private plants. <br /> The Chair referenced a previous conversation with Brian Howes regarding the eastern side of Santuit and <br /> whether or not the area will require wastewater treatment for phosphorus reasons.
