The Chair added that Mr. Rowley has designed and inspected similar systems. <br /> Regarding the proposed route of the pipeline, it was discovered that Old Barnstable is only a 33 foot layout <br /> offering limited space. Although Route 151 has a 100 foot layout, a gas line runs alongside the road. <br /> Horsley and Witten has decided to place the sewer line on school property just off of the road layouts. The <br /> Chair has inquired whether a 6 inch main could be considered in place of a 4 inch main, but he has not <br /> received a response from Horsley and Witten. An additional meeting to discuss the project has been <br /> scheduled for 3 p.m. Thursday at Town Hall. <br /> The Chair suggested that Commissioners review the proposed agreement between Mashpee and the Mashpee <br /> Housing Authority and Housing Assistance Corporation. The draft has been presented to Town Counsel from <br /> the 14AC attorney but has not yet been finalized. The draft agreement freezes sewer rates for the next 20 <br /> years. Commissioners may forward comments about the agreement to the Chair prior to Friday. <br /> Mr. Lyon asked Mr. Gregg about the ramifications of changing the pipe from 4 inches to 6 inches. Mr. <br /> Gregg responded that the increased size would be in response to the possibility of future expansion and an <br /> ability to send larger flows to the treatment plant. Mr. Lyons questioned the cost difference and whether <br /> there could be a mechanical limitation with a larger size. Chairman Fudala noted that the costs will be the <br /> responsibility of the development. Mr. Gregg is not involved with the project but noted that if the pipe <br /> material is the name, there is virtually no cost difference between the 4 inch pipe and the 6 inch pipe. In <br /> order to maintain velocity in the larger pipe, more flow or a larger pump would be needed. Mr. Klenert <br /> questioned the future benefit of a larger pipe. Mr. Lyons responded that it would save the cost of digging an <br /> additional trench as Mashpee reaches buildout. Mr. Gregg added that it is possible in 20 years that the Town <br /> may wish to pursue another option. Mr. O'Hara suggested that the 6 inch pipe may not be large enough. <br /> The Chairman questioned use of PVC versus ductile iron. It was confirmed that SDR21 PVC has been <br /> proposed for the project and Mr. Gregg stated that it is a thicker pipe. Mr. Gregg also stated that ductile iron <br /> prevents breakthrough if digging occurs nearby and that PVC is easily repaired. <br /> Sandwich Issues <br /> Mr. Marcelli reported that Sandwich is just beginning their joint water and wastewater treatment plan and <br /> may have selected Wright Pierce to conduct the joint study_ Commissioners expressed interest in knowing <br /> how Sandwich intends to balance the management of water and sewer. The Chair questioned what part of <br /> town they plan to address for the study and whether a scope was available. Mr. Marcelli stated that Mr. <br /> Mason expressed interest in talking with Mashpee once they have more information from the study, <br /> particularly their east side of town. Mr. Marcelli invited him to attend Mashpee Sewer Commission <br /> meetings. <br /> New Developments <br /> -Stratford Ponds is moving ahead with improvements to their treatment plant by changing their aeration <br /> system. <br /> -Cotuit Meadows has begun construction on their wastewater treatment plant and intend to tie in one <br /> Mashpee property as well as the Rt. 28 nursing home in Barnstable and the Shellback Office Complex has <br /> the option to tie into the system in the future. <br /> Sewer/Funding Issues <br /> Chairman Fudala reported that Barnstable County's scientific review of the Massachusetts Esutaries Program <br /> Models will be put on hold while the National Academy of Science's study moves forward.
