Mashpee Board of Sewer Commissioners AGENDA <br /> Monday, December 13, 2010 <br /> Mashpee Town Hall 7:00 p.m. <br /> Call Meeting to Order: 7:00 p.m. —Conference Room 1 — Mashpee Town Hall <br /> Approval of minutes: November 16, 2010 <br /> Status of GHD tasks- <br /> - Regina Villa Associates public outreach work begun. Total fee $13,097.66 for Project Fact Sheet, Website Materials and <br /> Strategic Planning. Jeff Gregg informed DEP of revised subcontract scope vs. 2001 SRF loan submission. Meetings with <br /> Mr. Malarkey, MEC reps etc. Web site text has been developed Need review and approval of web site text to go live <br /> 12-15 Proposed informational setup at Town Hall lobby, other locations. <br /> - Subsurface Archaeological investigations and report at Transfer station site approved by State Archaeologist. <br /> - GHD site testing status. GHD proposes to do test wells this winter, test pits in the spring. Met with DPW Director. <br /> Requested hookup to MWD hydrant, but MWD had liability concerns, so looking into tanker truck as part of contractor <br /> costs. Sites have been staked. When contractor hired will identify access routes with contractor and DPW. <br /> -Vote required to pay GHD bill of$12,207 for March 23 to November 19, 2010 services and sign warrant. <br /> Lombardo Associates <br /> - Vote required to pay Lombardo bill of$200.00 and sign warrant; for attendance at November 16 meeting. <br /> - No news on SRF"Green Grant"loan. <br /> Develop final draft of 1 or Z new plan scenarios for distribution to collection system vendors A// <br /> consultants, CAC members and 3 collection system vendors strongly encouraged to participate, <br /> Budget Subcommittee; Recommendations from 12-7-10 Subcommittee meeting. <br /> HAC/MHA's Breezy Acres expansion project: Inspection of sewer line and pump station will be by ZBA's engineering <br /> consultant Charles Rowley, per funding agreement with developer. Pipe sizing not determined. Town Counsel working <br /> with HAC attorney regarding agreement for use of HS plant and construction of new force main <br /> Intermunicipa/issues;County-funded intermunicipal MOU negotiations to start in January acc. to Patty Daley of CCC. <br /> Falmouth issues; <br /> - Any report from Commissioner O'Hara or Jerry Potamis. News coverage. Call from Virginia Valiela re: Waquoit. <br /> Barnstable issues. <br /> - Any report from Commissioner Kaplan or Dale Saad. Large debt exclusion vote failed. <br /> Sandwich issues; <br /> - Any report from Commissioner Marcelli or Dave Mason. Sandwich has selected Wright-Pierce as WW consultant. <br /> New developments/existing development requiring WW treatment plants: <br /> - Mashpee Village— pursuing their own treatment plant and discharge permit <br /> - Summerwood — no news <br /> - Mashpee Woods 40B—foreclosed and owned by CC Coop Bank—Industrial subdivision is DRI at CCC <br /> - Stratford Ponds — Moving ahead with treatment plant improvements. <br /> - Wampanoag Village 40B project by Wampanoag Tribe—will have treatment plant that may be required to tie in <br /> neighboring properties to meet DEP zero net nitrogen" rule, possibly including Town Hall area. MEPA review underway. <br /> - Cotuit Meadows 40B (in Barnstable)—Construction begun on WWTP, to tie in nursing home and possibly other <br /> properties in Mashpee to meet DEP"zero net nitrogen" policy. <br /> - Potential new 40B/mixed use on Haney property between 151 and Old Barnstable Rd. Will need treatment plant. <br /> Potential USGSSolute Transport modeling of WW discharges in Popponesset watershed — USGS wants a Mashpee <br /> scenario to model. <br /> Sewer/funding issues in Barnstable, Chatham, Orleans and other towns;Selectman Richardson is Mashpee <br /> representative on Barnstable sewer CAC. Peter Boyer of Falmouth available to make presentation to us on his Falmouth <br /> funding approach at an appropriate time. <br /> Otheritems; Cape Cod Commission "Watershed Tour" 11-30-10"East Waquoit"watershed meeting <br /> Correspondence <br /> Executive Session(only if necessary— none anticipated) <br /> Adiournment <br />
