For LAI to provide a meaningful analysis of the Draft Final Scenario and its TIVIDL compliance <br /> will require an authorization of 2 hours of my time and 4 hours of Gary Rubenstein's time. A <br /> brief memo will result from the effort. <br /> 2. Based upon a review of the Nov 16 meeting minutes: <br /> a. Adding Nitrex filters to existing denit systems is a cost effective N removal technique on <br /> a $/lb-N removed,which enables them to be compliant with the most sophisticated <br /> centralized system <br /> b. Regarding your comment that"Mr. Lombardo had not strongly emphasized a number of <br /> clusters, such as on the islands, since developing his scenario I am of the opinion that <br /> they should be pursued, and a refined analysis be performed on where clusters could be <br /> used to minimized costs as compared to the draft plan. This would be need to be <br /> performed in addition to# 1 and at a same additional level of effort. However please <br /> note that we have stated that the septic tank effluent collection choice is in our opinion <br /> the most important technology choice for cost savings associated with the decentralized <br /> approach. Our extensive report and cost estimates were based upon a STE. The <br /> Commission already have a STE cost estimate from LAI and conventional sewering cost <br /> estimate from GHD. Cluster treatment systems cost effectiveness is based upon a <br /> comparison to another option. Now that a draft plan exists of 6 cluster plants,we can <br /> examine whether additional clusters are cost-effective -if authorized to do so <br /> c. Altho the grant deadline has passed,we urge the Commission to integrate further <br /> consideration of the PRB. While PRBs are not suitable for all of Mashpee, I expect that <br /> they are suitable for more than Pirate's cove. Now that the draft Plan has materialized, <br /> we could focus analysis on areas of highest potential cost savings <br /> d. It will not take decades to build and prove the PRB.
