5 <br /> Board of Selectmen <br /> Minutes <br /> August 31, 2020 <br /> APPOINTMENTS & HEARINGS <br /> Discussion and Approval for CCC Mashpee Holdings LLC to Hold a Virtual Community Outreach Meeting: <br /> Chief Operating Officer Allan Kronfeld: <br /> Correspondence was received from Allan Kronfeld of CCC Mashpee Holdings, LLC (the "Company") dated <br /> August 11, 2020 relative to the Community Host Agreement with the Town of Mashpee on May 30, 2020 for the <br /> development of a cannabis cultivation and product manufacturing facility at 79 Echo Road, Mashpee. The <br /> Company is awaiting licensure. <br /> As part of the CCC's requirements to obtain final licensing the Company plans to host a second Community <br /> Outreach meeting to answer any questions that may arise from the public. The Board of Selectmen is requested <br /> to approve the hosting of the meeting virtually, as it has become a common practice due to the pandemic. <br /> Motion made by Selectman Gottlieb to approve the petition from CCC Mashpee Holdings, LLC to hold a <br /> public meeting as a virtual meeting. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none <br /> OLD BUSINESS <br /> Update, Discussion and Possible Action Relative to COVID-19: <br /> Town Manager Rodney C. Collins updated the Board of Selectmen on COVID-19 as follows; <br /> The total number of cases in Mashpee is 79. <br /> At the next Department Head meeting on Wednesday, the re-opening of the Mashpee Town Hall will be <br /> discussed. <br /> Fire Chief Thomas C. Rullo has indicated the 911 Ceremony has been postponed due to COVID-19. <br /> Discussion and Possible Action on Draft#4 of the October 19 2020 Town Meeting Warrant: <br /> Prior to taking action, the Board of Selectmen reviewed the following warrant article contained in Draft 43 of the <br /> October 19, 2020 Town Meeting warrant with the Director of Natural Resources. <br /> Article 417: To prohibit the use of Personal Watercrafts on Ashumet Pond <br /> Ashley Fisher, Director of Natural Resources indicated that a 5-year study was conducted in the 1980's for the <br /> Towns of Mashpee and Falmouth under the water pollution control and clean lakes program to maintain high <br /> water quality on Ashumet Pond. Results of the study indicate that certain watercrafts be prohibited from the lake <br /> due to noise louder than motor boats and conflicts with fishing as the symmetry of the pond is shallow. The <br /> Town of Falmouth having the sole access to the water with the ramp moved forward with the recommendation, <br /> but is unable to enforce their bylaw unless Mashpee authorizes the same bylaw. <br />
