3 <br /> Board of Selectmen <br /> Minutes <br /> September 14, 2020 <br /> APPOINTMENTS & HEARINGS <br /> Public Comment: <br /> Gregory McKelvey 11 Menemsha Road, Mashpee commented on Article 18 of the October 19, 2020 Town <br /> Meeting warrant. Article 18 proposes to provide funding to design a wastewater and stormwater <br /> collection system and other required facilities for the Route 151 corridor. The project would run <br /> concurrently with the Route 151 Corridor Improvement Project. <br /> Mr. McKelvey made note of a report prepared by GHD which considered phasing the implementation <br /> schedule of the in the Watershed Nitrogen Management Plan. Mr. McKelvey in his observations indicated <br /> that it is unclear as to which phase this pipeline would be utilized and asked how the project is able to move <br /> forward when the Town has not yet approved Phase II. Mr. McKelvey in concern stated there has been no <br /> comment from the Sewer Commission on this matter. <br /> In closing Mr. McKelvey indicated that it may be more practical to use the design funds from the JBCC <br /> account to offset costs associated to the treatment plant in Phase I of the wastewater management plan. <br /> Discussion and Approval of Appointment to the Following: <br /> Board of Health Member-at-Large (Term to Expire: June 30 2022): Ernest S. Virgilio: <br /> Correspondence was received from Ernest Virgilio dated August 21, 2020 requesting to be appointed to the <br /> Board of Health. Mr. Virgilio is the former DPW Director and presently represents the Town of Mashpee <br /> serving on the Cape Cod Commission. Additional communication was received from Glen E. Harrington; <br /> Health Agent dated September 8, 2020 recommending Mr. Virgilio for the vacant position. Mr. Virgilio <br /> was noted to be a uniquely qualified candidate. <br /> The Board of Selectmen waived the requirement for Mr. Virgilio to be present for this appointment. <br /> Motion made by Selectman Sherman to appoint Ernest S. Virgilio to the Board of Health as a <br /> Member-at-Large for a term to expire; June 30, 2022. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none <br />
