5 <br /> Board of Selectmen <br /> Minutes <br /> September 14, 2020 <br /> OLD BUSINESS <br /> Discussion Action and Execution of the October 19 2020 Annual Town Meeting Warrant: <br /> Discussion of Adding or Amending and Recommending Approval of the Following Articles: (continued) <br /> Amending Article#18 re: Route 151 Design of Wastewater& Stormwater Collection System and Related <br /> Facilities: <br /> For clarification it was disclosed the Sewer Commission and GHD, Inc., consulting engineers have been <br /> involved in the discussion and scope of the design of the public wastewater and stormwater collection <br /> system with related facilities for the Route 151 corridor and are supportive of this project. <br /> This project is envisioned in Phase II of the Route 151 Corridor Project and in Phase Il of the Watershed <br /> Nitrogen Management Plan. There is a cost savings to begin this project concurrent with the Route 151 <br /> Corridor Improvement Project to save taxpayer funds during road construction/paving and to avoid delays <br /> as the road (Route 151) when reconstructed cannot be altered for a minimum of 5-years after it has been <br /> completed. <br /> In Phase II the wastewater project is expanded to add treatment capacity to the western side of Mashpee to <br /> include the Quashnet watershed. The collection system/piping is a necessary piece of infrastructure to make <br /> Phase II possible and would be used to move wastewater in subsequent phases if necessary. Although it has <br /> not been fully determined the collection system would move wastewater to Joint Base Cape Cod (JBCC) or <br /> to the Town-owned Back Road site for treatment. <br /> After considering possible funding scenario's Town Manager Rodney C. Collins identified the following <br /> appropriations for the $490,200 expenditure as outlined in amended Article 18 of the warrant. <br /> $200,000 from Hotel/Motel receipts reserved for wastewater purposes, <br /> $250,000 from previously appropriated (A-10 of 10/21/19 Town Meeting) for feasibility planning related to <br /> a regional wastewater collection&treatment facility at JBCC, <br /> $40,200 from the Capital Stabilization Account. <br /> Motion made by Selectman Gottlieb to include the revision of Article 18 as identified for placement on <br /> the October Town Meeting Warrant and support its passage. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none <br />
