9
Board of Selectmen
Minutes
August 10, 2020
NEW BUSINESS
Discussion of a Proclamation of Support of the Town of Mashpee Police: (continued)
It was agreed the police and fire department face a very challenging job, with a lot of expectations. To bring forth
a proclamation in this climate may create a back-lash on the national level.
As discussion continued it was recommended that appreciation be given to the Fire Department as well.
It was suggested the Board be careful in bringing out a national conversation topic to Mashpee that may place the
town in a difficult position. There has been no discussion regarding defunding the Police.
Under the direction of Rodney C. Collins, the former Police Chief and the current Police Chief Scott Carline, the
police are more engaged in the community. The department is professional and it is well run and well managed
bringing forth a well-trained police department. It was recommended the proclamation be balanced to reinforce
the mutual respect for the police department while maintaining the civil rights of all citizens. It should also
maintain due process to make the community better and stronger by not placing one side against another. This is
not the dominate feature of the Mashpee community.
The Board of Selectmen agreed to move forward with a draft proclamation; starting with the police department.
Selectman David W. Weeden voiced opposition to the proclamation.
Discussion of an Alcohol Nip Ban:
The Board of Selectmen re-visited a former discussion regarding the ban of alcohol nips in the Town of Mashpee
due to unnecessary littering. It was agreed Town Counsel would be consulted regarding a draft of a bylaw
provision that would be considered for inclusion in the October Town Meeting warrant. It was noted the deadline
for approval of the warrant is September 14, 2020.
As an option, the Board of Selectmen as the Licensing Authority could hold a public hearing on this matter to
disclose the intent to regulate alcohol nips in the Town of Mashpee with the annual liquor license renewal.
This action was noted to have moved forward in the City of Chelsea at their annual liquor license renewal process.
Motion made by Selectman Gottlieb to schedule a Public Hearing on creating a rule to eliminate the
Sale of Alcohol Nips based on the Chelsea model.
Motion seconded by Selectman O'Hara.
VOTE: Unanimous. 5-0.
Roll Call Vote:
Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes
Selectman Gottlieb, yes Selectman Weeden, yes Opposed, none
