8 <br /> Board of Selectmen <br /> Minutes <br /> August 10, 2020 <br /> NEW BUSINESS <br /> Discussion and Approval of Contract for Implementation of Revaluation Update Program - Fiscal Year 2021 <br /> through Fiscal Year 2023: Assessor Jason Streebel: <br /> Jason Streebel, Director of Assessing was in attendance to review his memorandum of August 4, 2020 relative to <br /> the award of the valuation services contract for Fiscal Years 2021 through 2023. Mr. Streebel indicated that two <br /> technical proposals were received, one of which did not fulfill the RFP requirements. <br /> All towns must perform certain assessing functions in order to assure reliable income from taxes. The functions if <br /> performed in-house would require at minimum, two additional office personnel. <br /> The Board of Assessors voted unanimously at their last meeting to recommend the Board of Selectman award <br /> the three-year contract to PK Valuation Group, Paul S. Kapinos &Associates, Inc. of Sandwich, MA in the yearly <br /> amount of$76,500. Since 2001,this contract has been triennially awarded to PK Valuation Group as a result of <br /> their excellent performance history, competitive bid, and for their continued interest in serving the Town of <br /> Mashpee. <br /> Motion made by Selectman Sherman to award the contract for the Implementation of the Revaluation <br /> Update Program from FY21 to FY23 to PK Valuation Group in the yearly amount of$76,500. <br /> Motion seconded by Selectman Weeden. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes <br /> Selectman Gottlieb,yes Selectman Weeden,yes Opposed, none <br /> Discussion of a Proclamation of Support of the Town of Mashpee Police: <br /> As a result of the unique and challenging times the Board of Selectmen Chair requested the Town Manager draft a <br /> Proclamation in support of the Mashpee Police Department to appreciate and to salute their efforts and to respect <br /> the fact that they place themselves in harm's way protecting the citizens each day. The Proclamation would also <br /> provide continued support of the Police Department in addition to protecting the civil rights of all of citizens. <br /> Discussion followed regarding the intent of the Proclamation given the current social climate that may raise an <br /> eyebrow with Black Lives Matter on the national level. The question was asked as to how many proclamations are <br /> given to other departments within town. Generally when someone does something above and beyond there is <br /> more oblige to go along with a proclamation, but when folks are doing their job as with other departments, there is <br /> hesitation. <br /> Given the circumstances under these social times there is reason to show support especially in light of national <br /> conversations about defunding the police. It was agreed it is a tough time for law enforcement. There is a lot of <br /> hatred and anger. The proclamation would show confidence and solidarity taking a stance to support the police <br /> department. <br /> It was requested the Town Manager draft a template proclamation subject to modification. <br />
