7 <br /> Board of Selectmen <br /> Minutes <br /> July 27, 2020 <br /> APPOINTMENTS & HEARINGS <br /> Discussion and Approval of Host Community Agreement, Authorization for the Town Manager to Execute the <br /> Agreement and Authorization of Virtual Web-Based Community Outreach Meeting: <br /> Nicholas Gomes Esquire• Tree Beard d/b/a Old Soul Gardens: (continued) <br /> The proposed marijuana establishment seeks to obtain licenses from the Cannabis Control Commission for the <br /> following; <br /> Marijuana Product Manufacturer (Extraction and Creating infused products) <br /> Third Party Marijuana Transporter (Transportation of cannabis to other licensed establishments) <br /> Marijuana Deliverer (Delivery of caimabis to consumer's home) <br /> Mr. Gomes reviewed the manufacturing component of the products which include jellies, gummies, hard candies, <br /> lollipops, chocolates, toffees and caramels. All commercial cooking of these products is conducted in a steam <br /> interaction process. The products would be infused and hand- made with no solvent extraction. The products <br /> would be designed and packaged to indicate the presence of THC. <br /> Transportation and delivery is deemed low impact with secure vehicles with electronic audio/visual and gps <br /> recording at every stop with pre-paid transactions. The delivery service would be randomized with the organized <br /> central method of tracking. <br /> If the project is supported by the Town and approved for a Host Community Agreement it is the intention of the <br /> project proponents to hold various zoom meetings with the public and abutters along with traditional board and <br /> committee meetings to bring forth a community partnership with the Town of Mashpee. <br /> The Board of Selectmen commented on the project proposal citing strong opposition to the manufacturing and <br /> delivering of the marijuana products as described. The Board of Selectmen in high regard to the citizens of <br /> Mashpee and their children maintained their posture to reinforce their objection to the sale of any type of <br /> marijuana edibles in their community. <br /> Mr. Gomes indicated that all manufactured and delivered products would be identifiable as THC and would not be <br /> available for retail sale. Does online retail constitute retail sales? <br /> The Board of Selectmen expressed apprehension with respect to the proposal and the lack of prior information. It <br /> was noted the presentation was not received in advance of this meeting. There was no material to review <br /> regarding the ownership of this firm detailing their intentions. The Board of Selectmen from the onset of <br /> considering licensed marijuana establishments in the Town of Mashpee has strongly voiced their opposition to <br /> marijuana edibles. <br /> The matter was debated amongst the Board and Tree Beard. Mr. Gomes requested the opportunity to show that <br /> this can be done in a safe manner with education and outreach to the public and to the children. <br /> As the convoluted conversation continued in a highly unprofessional manner the Board of Selectmen was <br /> prompted to take immediate action. <br />
