*DRAFT BOARD OF SELECTMEN MINUTES JUNE 29) 2020* 8
Board of Selectmen
Minutes
f*%
i Ir.une ./9, 2020
APPOINTMENTS,& HEARINGS
Public Works Director Catherine Laurent,
Discussion andi:)roval of ChgDgg_p, ,9fRoute 151 CorridorJM],,Lroyement
............_................
(continued)
Ms. Laurent indicated she is pursuing grant funding such as the Complete Streets program, the Safe
Route to School program and other grants offered by the State ror transportation improvements.
Mitigation funds ($200,000) may be available for use from the Cape Cod Commission. Project limits
and recommendations for reductions were outlined in the memorandum from the DPW Director dated
June 251, 2020.
As an alternative scenario it was suggested the Town consider the installation of sewer pipingat the
time of construction. Low interest loans for wastewater assumptions could be obtained to make the
project financially feasible. The Town of Orleans was noted to have delayed their bid process to
allow for piping which represented a$5 million dollar savings.
Ms. Laurent responded by stating this initiative wasdiscussed by the Selectmen-last year, and the
decision was made to move forward with the Route 151 Corridor Improvement project. Current
plans are at 75% and will be ready for 'Submittal in September. To add the sewer component would
delay the road construction project slated for funding in FY 21-23. However, if the wastewater
initiative was deferred it may delay the wastewater project in the western side of Mashpee to 2029.
It was noted that ry own Meeting authorized $250,000 for engineering associated to wastewater that
could be repurposed for Route 151 engineering. A cost savings might be realized if wastewater
0 0 0
piping was installed on-the south side in conjunction with the improvement project. But,
requirements of the State to provide bike lanes and the multi-use path mu-stgi
be constructed for funding
eligibility.
Motion made by Selectman Sgi
herman to authorize the reduction of the project limits associated
to the Route 151 Corridor Improvement project and task the staff to review funding
alternatives to provide additional funds to meet the projected deficit to include the wastewater
design as referenced.
Motion seconded by Selectman O'Hara.
VOTE,* Unanimous. 5-0.
Roll Call Vote,
Selectman Gottlieb, yes Selectman Cotton, yes Selectman O'Hara, yes
Selectman Sherman, yes Selectman Weeden, yes Opposed, none
