Costello <br /> Town Moderator Jeremy Carter <br /> Deputy Town Moderator Ed Larkin <br /> Finance Director Dawn Thayer <br /> Meeting Called to Order by Chairman Gottlieb at 6:00 p.m. <br /> Mashpee High School Gymnasium <br /> APPOINTMENTS & HEARINGS <br /> Public Comment: None at this time. <br /> OLD BUSINESS <br /> Updates Discussion and Possible Action Relative to COVID-19: <br /> It was reported there has been 58 COVID-19 cases in the Town of Mashpee to date. <br /> NEW BUSINESS <br /> Discussion and Approval to Deficit Spend FEMA and CARES Act Funds: <br /> Finance Director Dawn Thayer: <br /> Dawn Thayer, Finance Director indicated the Town of Mashpee has applied for round one of <br /> COVID-19 federal reimbursement funds for FY2020. It is hopeful the reimbursement funding from <br /> FEMA and the CARES Act would be received soon. <br /> Due to the pace of the FEMA reimbursement process, it is projected the FEMA reimbursement <br /> funds would be in"deficit" on 6/30/20. The majority of the deficit will be the result in the moving <br /> of expenditures from the operating budget,to the FEMA and CARES Act funds in anticipation of <br /> receipt of the federal funds. There will not be a deficit in the general operating budget. <br /> The Governor in declaring a state of emergency due to COVID-19 on March 10, 2020 allows <br /> municipalities to deficit spend with the approval of the Director of Accounts of the Division of <br /> Local Services. The DLS has advised to deficit spend in the event funds are not received by June <br /> 30, 2020. <br /> 2 <br />
