Mr. Harrington commented that Ms.Cassie Jackson contacted the Health Department to request <br /> a Sanitary Code inspection at 19 Quashnet Lane because there was a fire on June 2, 2020. The <br /> owner of the property had been contacted and no work was done to abate the violations caused <br /> by the fire. On July 7, 2020, after two failed attempts by a Health Agent to gain access to the <br /> property, an inspection was conducted. The result of the inspection was an emergency <br /> condemnation due to the damage to the kitchen,the lack of a stove,the damage to the interior <br /> of the dwelling, and the nuisance created by the smoke/soot damage. Photos were provided to <br /> the Board. <br /> Since there is no ability to cook or prepare food in a sanitary manner,Mr. Harrington determined <br /> that the conditions were an immediate danger to the occupant, and the emergency <br /> condemnation was issued. The condemnation would allow the occupant to obtain housing from <br /> Mashpee Village. The receipt from the certified letter has not come back yet, but the Fire <br /> Department has spoken to the owner several times. <br /> There being no further comments or discussion, Veronica Warden moved to condemn the <br /> dwelling at 19 Quashnet Road, Mashpee MA,based on the State Sanitary Code and the results of <br /> the Health Agent's inspection. Motion seconded by Brian Baumgaertel. Roll call vote: Brian <br /> Baumgaertel (yes);Veronica Warden(yes). VOTE: Unanimous(2-0). <br /> 2. Review of request for new Refuse Hauler Permit—New England Recycling <br /> Veronica Warden moved to add the matter of the new Refuse Hauler Permit for New England <br /> Recycling to the agenda. Motion seconded by Brian Baumgaertel. Roll call vote: Brian <br /> Baumgaertel(yes);Veronica Warden(yes). VOTE: Unanimous(2-0). <br /> Ms. Warden requested verification that the Board did, in fact, have the authority to award the <br /> contract to New England Recycling. Mr. Harrington said the Board is the entity to approve the <br /> contract, but the Town Manager approves the expenditure of funds. There has not been any <br /> challenge from Town Counsel or the Town Manager on this. <br /> Veronica Warden moved to approve the 2020 Refuse Hauler Permit for New England Recycling. <br /> Motion seconded by Brian Baumgaertel.Roll call vote: Brian Baumgaertel(yes);Veronica Warden <br /> (yes). VOTE: Unanimous(2-0). <br /> NEXT MEETING <br /> The next meeting of the Board of Health was scheduled for Thursday,August 6, 2020 at 7:00 PM. <br /> There being no further business, Veronica Warden moved to adjourn the Public Session Meeting of the <br /> Board of Health at 8:35 PM. Motion seconded by Brian Baumgaertel. Roll call vote: Brian Baumgaertel <br /> (yes);Veronica Warden (yes).
