Attorney <br /> Yates Indicated that event guests would be signing in at the gate. <br /> Chair Baumgaertel stated that his main concern is the ability to maintain tight control over the <br /> event and the crowd. He inquired how crowd control would be handled while people were <br /> waiting to enter the event area. Attorney Yates answered that queues would be set-up similar to <br /> at stores,with adequate spacing. <br /> Attorney Tim McNamara introduced himself for the record, and stated his opinion that people <br /> have a better sense of personal space when they are not gated. People are trying to find new <br /> ways to do things they are used to doing,with some protective safeguards. <br /> Chair Baumgaertel advised Attorneys McNamara and Yates that the Board cannot countermand <br /> the state mandates and cannot vote in favor of this as presented. <br /> Ms. Gardipe will send her comments to Attorney Yates. She will also forward the theater and <br /> performance venue standards, and the indoor/outdoor event standards,which they are required <br /> to adhere to. Both attorneys agreed to review those documents and re-visit the discussion at the <br /> August 6,2020 meeting. <br /> 5. Discussion of Massachusetts Public Health Association proposed action plan. Mr. Harrington <br /> commented that there was no specific request for a response or letter of support as part of this <br /> communication, but he believed it was intended to be reviewed and responded to by each Board <br /> of Health. <br /> Mr. Harrington stated that his opinion on this goes back to when the state was looking at <br /> regionalization. They wanted to combine a lot of the towns and the services provided by the <br /> Boards of Health within those towns, in an effort to limit and reduce the manpower to respond <br /> to public health issues. Mr. Harrington fully believes that the better solution is to have what we <br /> have on Cape Cod, in the Barnstable County Department of Health and Environment, as an <br /> intermediary level of professionals who can help and support us. That really needs to be the <br /> model across the state. Mr. Harrington shared his issues and views on the proposed action plan. <br /> The Board of Health is being pushed into a leadership role without proportionate compensation. <br /> The proposed action plan was reviewed and discussed, after which, it was agreed that the plan <br /> warranted a response,and Mr. Harrington was asked to put together a letter stating the Board of <br /> Health's position. <br /> ADDITIONAL ITEMS <br /> 1.
